REQUEST FOR EXPRESSION OF INTEREST (REOI)

AFRICAN DEVELOPMENT BANK

 

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Climate Change and Green Growth Consultant, in the Climate Change and Green Growth Department (PECG).
  2. The Climate Change and Growth Department at the African Development Bank is responsible for the implementation of the Climate Change and Green Growth Framework 2021 – 2030. The Framework consisting of a high-level policy (open-ended), a 10-year strategy 2021-2030 and 5-year action plan (2021 -2025) which emphasized the role and importance of climate resilient, green growth and is aligned to investments with net-zero CO2 emissions. The Bank is also fully committed to 100% alignment of its operations with the goals of the Paris Agreement by December 2025. The Bank objective is to make climate mainstreaming a mandatory process to ensure that all its operations are based on climate-informed designs and are Paris-aligned.
  3. The Consultant will be primarily responsible to support: mainstreaming of climate change and green growth considerations in strategic policy documents and projects (across the High 5 operational areas and implementation of the Climate Change Framework); climate finance tracking and coordinate activities of MDBs Climate Finance Technical Working Group and implementation of key Initiatives managed by the Department such as the Africa NDC Hub, green growth and other partnerships activities. A detailed work program will be agreed on commencement of the assignment. The specific objectives of this consultancy include the following:
    • Provide technical support to the preparation of climate change/green growth action plans, documents, reports, operational guidelines, tools as requested by senior management, taking into account Regional Member Countries (RMCs)’ and Bank’s commitments, including the implementation of the NDCs and Paris Agreement, the Sustainable Development Goals, and the High 5s.
    • Coordinator the Bank’s climate finance tracking activities following the Joint MDB Methodology on Climate Finance Tracking.
    • Assist and advise the Bank to better support and align its operations with the Paris Agreement; preparation and implementation of climate change and green growth strategies, policies and measures taking into account commitments to achieve Nationally Determined Contributions.
    • Provide technical support to the updating of operational documents (operational manual, Results Based Framework, Readiness Review Procedures, Country Strategy Papers / Regional Integration Strategy Papers and project templates) to reflect the mainstreaming of climate change and green growth.
    • Provide support to Bank sector and regional operations through advisory services on climate change and green growth mainstreaming; climate finance tracking, green growth investment support, portfolio review, monitoring and evaluation of climate investments, throughout the project cycle.
    • Support the implementation of the climate risk screening and the Adaptation Review and Evaluation Procedures functions of the Climate Safeguards System and the GHG Accounting tool for projects.
    • Perform any other relevant duties assigned by Bank management.
  1. The Climate Change and Green Growth Department (PECG) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Individual Consultants must provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedure for Corporate Consultants Recruitment. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include them in the shortlist.
  3. The estimated duration of services is 12 months with possibility of renewal subject to good performance and the estimated starting date is 2nd January 2023. The assignment will commence, initially, virtually, and when normalcy resumes in operations it will be based in AfDB Head Office in Abidjan, Cote D’Ivoire.

The consultancy is a monthly lumpsum contract based on the Bank’s remuneration scale and the level of experience and qualifications.

ESTABLISHMENT OF THE SHORT LIST

  1. A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their updated resume.
