CONSULTANCY SERVICES – TERMS OF REFERENCE

 

Brief Description of the assignment: The main deliverable of this assignment is a diagnostic report that provides evidence-based findings and conclusions and convey clear and evidence-based recommendations to improve the existing M&E tools and practices.

  1. Background

The Department for Delivery, Performance Management and Results (SNDR) is at the centre of Bank’s efforts to improve operational and corporate performance, accelerate the pace of delivery and increase impact on development. As part of its mandate, it also works to strengthen the Bank’s accountability for results and promotes a performance-driven culture across the organization.

Within the Department, the Quality Assurance and Learning Division (SNDR.3) focuses on enhancing and mainstreaming the quality and results of the Bank’s strategies and operations. To this end, it is responsible for: (i) setting certain quality standards for the Bank’s interventions; (ii) strengthening tools and processes throughout operations cycle notably those relating to monitoring and results; and (iii) building staff capacities and facilitating operational knowledge dissemination. SNDR 1 leads on the Bank Results Measurement Framework, amongst other things. While SNDR 2 is focused on operations delivery tracking.

SNDR.3 requires a short diagnostic report, examining the current monitoring and evaluation tools, practices, and the services that the division provides to support them. This assignment will require the services of a senior consultant with a high level of in-depth expertise on the subject matter, garnered from similar institutions, and deliver the diagnostic report to high quality standards within a limited timeframe.

  1. Objective

The purpose of this assignment is to contribute to the division’s efforts to improve the quality and results measurement practices of the Bank’s operations, this increasing results data quality as well as enhancing development impact.

The assignment is expected to do so by providing a diagnostic report which can be used to inform decisions and priorities regarding the best way to improve the existing tools and practices. The scope of the diagnostic should assess the content of the public sector operations’ quality and results tools (results tools; implementation progress and results reporting; and project completion reporting; other guidance and training) and whether the way in which the Bank has assigned M&E resources and provided incentives for quality is optimal.

To achieve these objectives, it is vital that the diagnostic is evidence-based and credible as well as concise and convincing. It is expected that the consultant will examine the Bank’s practices (strengths and weaknesses or gaps) and draw on comparisons with peer institutions’ practices, tools, resources, and system of incentives.

  1. Approach

It is anticipated that the approach will provide the foundation for a robust and evidence-based report based on the following methods:

  • Document review (Bank documents and guidance, IDEV evaluations)
  • Key-informant interviews (SNDR.3 team, selected task managers and IDEV PCR validation team)
  • Collections of comparative information (from at least one peer MDB)
  • Report drafting, review and finalization SNDR.3 will provide the consultant with access to Bank information and key documents as appropriate to fulfil the assignment, and within the boundaries of the Bank’s policies. It will also provide support with the organization of key-interviews.

 

  1. Key deliverables

The main deliverable of this assignment is a diagnostic report that provides evidence-based findings and conclusions and convey clear and evidence-based recommendations to inform decisions and priorities.

It is anticipated that the diagnostic report will not exceed 20 pages (excluding annexes). Additional information can be provided either for inclusion as annexes or separately for SNDR records.

The report will include:

  • An assessment of what is in place and what is lacking, when it comes to the results tools, implementation reporting, completion reporting, and also issues of M&E capacity and data quality which cut across them. This assessment will be based on comparative information from at least one other MDB regarding tools, resources and incentives to support M&E in general and within projects.
  • Prioritized actions recommended to address remaining weaknesses, in each of the main areas of: results planning tools; implementation progress reporting; completion reporting; data quality and M&E capacity.

  1. Essential Qualifications and Experience

    • Hold at least a master’s degree in business administration, economics, or any related disciplines.
    • Minimum of 20 years of proven relevant work experience in development cooperation related to project design, monitoring, and evaluations practices.
    • In depth knowledge and practical experience in developing and managing results monitoring and evaluation (M&E) systems.
    • Strong knowledge and practice of operational policies and M&E practices of multilateral development banks or other development agencies.
    • Strong knowledge and understanding of public sector operations across a range of sectors.
    • Deep and thorough understanding of the challenges of this assignment.
    • Be a national of one of the member countries of the Bank

  1. Language skills

English and French are the working languages of the African Development Bank. Excellent written and spoken English and working knowledge of French.

  1. Duration of the assignment and payment modalities

The duration of assignment will be for a total of 30 working days (home based) over the period 15 December 2022 to 15th June 2023. Payment of honorarium will be on a daily basis after satisfactory execution of duties.
