- The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment: Lenders Technical Adviser (LTA), with Environmental and Social Advisory on the 206 MW Ruzizi III Regional Hydropower Project (Burundi, Democratic Republic of Congo and Rwanda).
- The services to be provided under the Assignment include:
The LTA is expected to provide integrated services for supervision of construction activities and ESA monitoring services to the Lenders. The assignment shall include but limited to support the Client on due diligence activities to financial close as well as construction supervision, monitoring, testing and commissioning of the following main structures:
- Retaining Structures: including Diversion Tunnels and Cofferdam and Dam;
- Power and Water Ways: including intake tower headrace tunnel, and surge shaft;
The LTA shall also be responsible for ensuring compliance and monitoring of all environmental and social related activities of the project throughout the project’s implementation and operations.
- The Power Systems Solutions Department’s invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services of similar nature.
- The estimated duration of services is nine (9) years broken down into the following three (3) phases:
Phase 1: Due Diligence up to Financial Close (estimated period is 2 years)
The Consultant will provide ongoing support to the Lenders and their other advisors during the negotiation of financing documents and for the period leading up to signature of the loan agreements and financial close.
Phase 2: Construction, Testing and Commissioning (estimated period is 5 years)
the Consultant will visit the Project site on a regular basis and support the Lenders in monitoring the implementation of the Projects in terms of time schedule, budget compliance, quality of work, testing & commissioning, E&S compliance, progress, and performance as well as the performance of Project participants and compliance with the Project Agreements.
Phase 3: Monitoring of Operation following Completion of Works (2 years)
The initial duration of this phase is 2 years after construction, testing and commissioning activities. However, the Clients anticipate to require additional services of LTA to a limit of between 16 to 20 years after completion of the initial duration. The monitoring of operation activities beyond the first 2 years indicated above is subject to separate discussions between the AfDB and the Lenders on one side and LTA on the other. The Client and the LTA are expected to agree on the new contractual arrangements for this period covering among other things, the total contract’s durations, payment structures and contract’s reviews intervals.
- To be considered for shortlisting, the consultant is expected to provide documentation, references for similar services on hydro power projects, experience of performing similar or comparable assignments and availability of relevant qualified staff.
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedure for Corporate Consultants Recruitment. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
