- The Government of Mozambique (GoM), represented by the Ministry of Industry and Commerce (MIC), through its implementing agency – the Investment and Export Promotion Agency (APIEX), with the support of the African Development Bank, is in the process of implementing the Special Zone Project for Agro industrial Processing (ZEPA) of the Pemba Lichinga Integrated Development Corridor, phase 1. The Project aims to improve agricultural productivity and agribusiness development, with a focus on the value chains of soy, sesame, macadamia, potato, wheat, beans, corn, cotton and chickens. The Government of Mozambique has received financing from the African Development Bank Group toward the cost of Pemba – Lichinga Integrated Development Corridor Special Agro-Industrial Processing Zone (SAPZ) Project – Phase 1 and intends to apply part of the agreed amount of the grant to payments under the contract for a Procurement Specialist ;
- The Procurement Specialist will be part of a Project Implementation Unit (PIU) and will be responsible for the procurement activities of the Project. The services included under this project are :
- provision of advice and documents preparation; (ii) implementation of project procurement in line with the African Development Bank’s Procurement Framework; and (iii) provision of support and advise to APIEX’s Project Implementation Unit (PIU) in all contract management issues under the project.
- APIEX now invites interested Individual Consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills) ;
- The Procurement Specialist should possess the following qualifications :
- A Bachelor’s degree in Engineering, Business Management, Law, Economics, Public Administration or any other related field. Post-graduate degrees and attendance of procurement related trainings is highly desirable ;
- A minimum of five (5) years experience as a Procurement Specialist working for a public institution and/or for projects financed by international or multilateral development organizations (e.g. the African Development Bank or similar institution or international donor agencies) ;
- Demonstrable experience carrying out procurement processes using the African Development Bank’s procurement methods and procedures and/or the methods and procedures of other Multilateral Development organizations or international donor agencies ;
- Knowledge of the public procurement system in Mozambique will be considered an advantage ;
- Working knowledge of Portuguese and English is a requirement; and
- Excellent computer skills.
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework for Bank Group Funded Operations dated 2015, which is available on the Bank’s website http://www.afdb.org.

- Copies of diplomas or certificates of academic qualifications.
