REQUEST FOR EXPRESSIONS OF INTEREST

(INDIVIDUAL CONSULTANT)

PROJECT FINANCIAL MANAGEMENT OFFICER

  1. The Government of Mozambique (GoM), represented by the Ministry of Industry and Commerce (MIC), through its implementing agency – the Investment and Export Promotion Agency (APIEX), with the support of the African Development Bank, is in the process of implementing the Special Zone Project for Agro industrial Processing (ZEPA) of the Pemba Lichinga Integrated Development Corridor, phase 1. The Project aims to improve agricultural productivity and agribusiness development, with a focus on the value chains of soy, sesame, macadamia, potato, wheat, beans, corn, cotton and chickens. The Government of Mozambique has received financing from the African Development Bank Group toward the cost of Pemba – Lichinga Integrated Development Corridor Special Agro-Industrial Processing Zone (SAPZ) Project – Phase 1 and intends to apply part of the agreed amount of the grant to payments under the contract for a Financial Management Officer based in Maputo ;
  1. The Financial Management Officer (FMO) oversees all issues related to the successful and efficient financial management of the SAPZ) Project. The services included under this project are: (i) accurate and sound financial management activities of the project; (ii) preparation of monthly, quarterly and annual financial reports; and (iii) management of the external audit ;
  1. APIEX now invites interested Individual Consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills) ;
  1. The Financial Management Officer should possess the following qualifications :
  • A Bachelor’s degree in finance and/or accounting ;
  • At least 5 years of relevant work experience with AfDB or other international organizations ;
  • Familiarity with government and multilateral aid operations ;
  • Comprehensive computer skills with practical knowledge of Microsoft Office (especially Word & Excel) and Accounting Software ;
  • Should be able to show tolerance and patience while working in a highly challenging environment ;
  • Excellent organization skills; excellent computer skills ;
  • Fluency in Portuguese and English.
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework for Bank Group Funded Operations dated 2015, which is available on the Bank’s website http://www.afdb.org.

Interested consultants with the required profile must send their Expressions of Interest, which must consist of the following documents :

  1. Letter of application ;
  2. Curriculum Vitae (CV) of 3 pages ;
  3. Copies of diplomas or certificates of academic qualifications; and

Expressions of Interest shall be delivered to the address below or by email by May 04, 2022, at 3:00 PM (Mozambique time). Only selected candidates will be contacted.
