REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES)

FINANCIAL AUDITING OF PROJECT RESOURCES FOR CPAVCDP

1. The Government of Angola has received Financing from the African Development Bank towards the cost of the Cabinda Province Agriculture Value Chains Development Project and intends to apply part of the agreed amount for this loan to payments under the contract for Financial Auditing of Project Resources for CPAVCDP.
2. In conducting an audit of financial statements including (Balance Sheet and Balance, Source and Application of Funds, Disbursement and Reconciliation Statement, Statement of Inventory), the overall objectives of the auditor are:
3. To obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error. The conduct of an audit allows the audit to express an opinion on whether the financial statements are prepared in all material respects, in accordance with an applicable financial reporting framework;
4. The audit shall include examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. The audit shall also include an assessment of the accounting principles used, and significant estimates made, by management as well as an evaluation of the overall financial statement presentation;
5. To obtain reasonable assurance about the achievement of “value for money” in project operations by matching project physical outputs and achievements to funds disbursed and the timing of the flows; and
6. To report on the financial statements and communicate as required by the ISAs in accordance with the auditor’s findings.

2.2 The external audit services will cover, upon successful yearly performance the following periods/fiscal years:

1 January 2022 to December 31, 2022 – Phase 1

1 January 2023 to December 31, 2023 – Phase 2

1 January 2024 to 31 March 2024 – Phase 3

3. The Ministry of Agriculture and Fisheries now invites eligible (Firms) consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
4. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework dated 2015, which is available on the Bank’s website at http://www.afdb.org. Please, note that submission of interest expressed by a consultant does not imply any obligation on the part of the Ministry of Agriculture and Fisheries to include him/her in the final shortlist.
5. Interested Consultants may obtain further information and detailed Terms of Reference at the address below during office hours from Monday to Friday, 09:00AM – 3:00PM.
6. Expressions of Interest in English language must be delivered to the address below by hardcopy or softcopy (electronic non editable file) by 07 of December 2022 at 2.00PM (Angola time) and mention Financial Auditing of Project Resources for CPAVCDP.
