- Introduction :
The Governments of the Republic of Malawi and the Republic Mozambique have applied for financing from the African Development Fund to finance the SADC Sub Regional Transport and Trade Facilitation Project: Rehabilitation and Upgrade of Road Sections in Malawi and Mozambique. The financing is expected to be approved in September 2022.
- Objectives of the project :
The objective is to enhance competitiveness and socio-economic integration between Malawi and Mozambique by improving SADC sub-region transportation and trade facilitation along the North-South Corridor in Malawi, through Mozambique to the Port of Mtwara.
The expected procurement methods to be used under the Bank Procurement Policy and Methodology (BPM) are Open Competitive Bidding International (OCBI) and Quality Cost Based Selection (QCBS), applicable for the advance procurements.
- Components of the project :
The project includes the following Five (5) components :
a.Infrastructure Investments: Rehabilitation of Kaphatenga-Nkhotakota-Dwangwa (160km) civil works; Construction of 59 km of Roma to Nambugale and 5.4km bypass and selected urban roads; weighbridges; rehabilitation of district feeder roads (50km) and supervision of road works.
Trade and transport Facilitation Simplification and harmonization of ICT and data exchange through installation of intra-border communication facilities; development of trade portal; and capacity building trade facilitation of customs officials.

(procurement, project management & E&S); climate resilience and low carbon emission road design, pipeline project feasibility studies and engineering designs (Chileka International Airport); financial audit; procurement audit; technical, environmental & social audit and monitoring and evaluation.
Compensation and resettlement Compensation of PAPs which will include compensation for disruption of livelihoods and economic activities, structures and people displaced from the right of way. RAPs prepared in both countries (Malawi, 2013 and Mozambique, 2016) are being reviewed and updated to reflect the current situation in both sections of the road.
- Procurement of goods, works and consulting services will be in accordance with the Bank’s Procurement Policy for Bank Group Funded Operations dated 2015. Bidding documents are expected to be available in March 2022 ;
