BACK GROUND INFORMATION :
The Government of the Republic of Malawi has received financing from the Climate Investment Fund (CIF) through the African Development Fund toward the cost of the Technical Assistance For Catchment-Based Climate Resilient Water Security In Northern Malawi (Nkhata Bay, Rumphi, and Chitipa).and intends to apply part of the proceeds for this financing to payments under the Consultancy to develop and implement Catchment-Based Climate Resilient Water Security in Northern Malawi (Nkhata Bay, Rumphi, and Chitipa).
To achieve the objective for this assignment, the Consultant is expected to carry out the following :
- Carry out inception activities for the assignment ;
- Carry out desk study or literature review of relevant documents of the assignment ;
- Carry out consultations with relevant stakeholders at national level, district and community levels in execution of activities for the assignment ;
- Carry out baseline study on water security and climate resilience status in the districts of Nkhata bay, Chitipa and Rumphi ;
- Develop gender-responsive Landscape Management Strategies and Plans for 3 landscapes in the three districts ;
- Design gender-responsive training manuals on ecosystem-based adaptation and its application for community-based organizations, NGOs, and government extension services. These are standardized training manuals; 3 districts being used as case studies ;
- Develop appropriate gender-responsive knowledge products through consultations at all levels and learning from good practices in the study districts and other districts within the country ;
- Knowledge products shall include but not limited to; photo stories, presentations and briefing notes, for use in policy advocacy activities ;
- Means of knowledge dissemination shall include but not limited to; creating websites, conferences, posters, use of newspaper features, radio and television programmes ;
- Undertake gender-responsive training at national, district and local levels for strengthened resilient watershed management across the landscapes (1No.at national level, 3No. district level, 3No. at local (study districts) level ;
- Prepare a policy-based assessment report that provides recommendations for up-scaling and mainstreaming climate resilience into water security planning both at national and district level through consultations with relevant policy makers and stakeholders ;
- Develop a water security resilience framework in line with the Malawi National Guidelines on Integrated Catchment Management and Rural Infrastructure. The framework should among others, highlight the identified key water security resilience actions and appropriate recommendations to inform decision makers ;
- Carry out end line survey for the assignment.
The Northern Region Water Board now invites eligible interested consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Fund’s “Procurement Policy for Bank Group-Funded Operations, dated October 2015, which is available on the Fund’s website at http://www.afdb.org.
