Timbuktu Ressources (Timbuktu) SARL is a subsidiary of Firefinch Limited, active in the field of mining research, based in the Republic of Mali. As part of the development of its activities, Timbuktu is recruiting an Finance Manager for the Goulamina Lithium Project.

 

Context :

  • The Goulamina Lithium Project (Goulamina) is a development-ready spodumene project located 50km from Bougouni in Mali with all approvals and key permits received to bring the project into production ;
  • Firefinch completed a definitive feasibility study (DFS) in October 2020 which outlined a 436ktpa 6.0% spodumene concentrate operation with a low capital expenditure requirement of US$194m and All-in Sustaining Costs (AISC) of US$313/t concentrate ;
  • Simple open-pit mining via conventional drill-and-blast and load-and-haul methods ;
  • Goulamina is one of the three hard rock projects of scale globally with 100% spodumene concentrate offtake currently available and will be West Africa’s first lithium mine ;
  • The Project is fully funded in partnership with Ganfeng, who are one of the world’s largest lithium hydroxide producers ;
  • Non-process infrastructure includes a power station (with renewable / hybrid options), 150-room camp, tailings facility and water supply via Sélingué Dam ;
  • Spodumene concentrate is expected to be trucked to Abidjan Port in Côte d’Ivoire (West Africa’s largest port).

POSITION PURPOSE :

The Finance Manager is a key member of the Goulamina project team to deliver budget objectives. The role will lead the in-country finance function. Reporting to the CFO Perth, the role will work closely with the Project Manager and Country Manager.

Key accountabilities will include :

  • Lead the finance team ;
  • Evaluate and implement the ERP for the Goulamina project ;
  • Develop and implement financial controls and processes (emphasis on this during construction) ;
  • Systems set up and management, focusing on continuous improvement and development of the finance function ;
  • Project forecasting, budget control and project cost control ;
  • Flag risks and opportunities to enable mitigation ;
  • Ensure financial and tax requirements under relevant legislation are met ;
  • Meet internal and external reporting requirements.

SUPPORTING DECISION MAKINGAlong with other managers in relation to:

§  Inventory / spares / consumables strategy

§  Maintenance Tactics and strategies

OPERATIONAL READINESSSelecting and implementing the ERP, designing business processes and internal controls and building the team.

REPORTING & RECORDING :

  •  Provide timely and accurate financial reports ;
  • Complete period end accounting closure in line with the group timetable ;
  • Regularly liaise with Perth Finance team in relation to reporting requirements, audit queries, cash flow forecasts, monthly balance sheet reconciliations and other information requests as they arise ;
  • Ensure correct structures and processes are in place to measure and track production and G&A costs and KPIs ;
  • Review monthly management accounts and flash reports for line managers and provide appropriate insights ;
  • Prepare accurate variance analysis reports for management (Goulamina and Perth) ;
  • Ensure annual and monthly objectives are met through effective communication ;
  • Management of local banking relationships and debt financing (if any) ;
  • Ensure group policies and procedures are followed to maintain internal controls ;
  • Ensure Goulamina’s procedure manuals are up to date and consistent with group policies ;
  • Ensure business wide compliance with governance rules and delegation of authority ;
  • Oversee external and internal audits & ensure proper follow up of corrective actions ;
  • Assist in the implementation and adoption of a new reporting and budgeting tools ;
  • Under the stewardship of the Leo CFO and Perth Finance lead continuous improvement projects ;
  • Manage local insurance matters (noting that all insurances are procured by Perth Finance).
BUDGETING & FORECASTING·       Under the stewardship of the Leo CFO and Perth Finance:

·       manage the preparation of Goulamina’s operating and capital budgets and Life of Mine plan; and implement rolling forecasts

·       Manage compliance with the approved operating and capital budgets and ensure line managers are held accountable for performance against these

·       Deliver accurate and timely short-term cash flow forecasts for liquidity management on a weekly basis and monthly cash calls

COST IMPROVEMENT·       Proactively identify opportunities to add value and sustainably reduce costs.

·       Lead projects and programs that support value add and cost improvement in a structured manner utilising improvement and project management tools.

BUSINESS CASE DEVELOPMENT·       Support the operations and project teams to develop business cases for major capital work and new business opportunities (for example) in accordance with the Group Capital Approval Policy.

 

 

 

POSITION HOLDER REQUIREMENTS
QUALIFICATIONS, EXPERIENCE, SKILLS and KNOWLEDGE·       Professional accounting qualification

·       Experience in business partnering and analysis or management accounting

·       Strong understanding and application of accounting standards (both SYSCOA and IFRS)

·       Strong financial and problem-solving skills

·       Strong commercial acumen

·       Working knowledge of applicable Malian laws

·       Experience working in West Africa
