Job Summary:

Reporting to the Senior Technical Advisor-M&E/SI, the Health Information System officer, will serve as a technical expert for the ADPP Activities. The Health Information System officer will (1) develop data collection architecture and relational management systems across Tuberculosis reporting systems and indicators (2) Develop and implement procedures for effective data collection, management, access, and analyses (3) Regularly evaluate information and data systems to enhance analytical results. (4) Ensure generation and access to robust program analytic datasets for interpretation and response. This position will also work closely with technical team.

The Health Information System officer will investigate, create and develops new data management methods and technologies for project advancement and optimization. S/he will provide technical guidance on information systems for quality improvement, as well as best practices in documentation and reporting. This may include system administration, troubleshooting, analysis, testing, research, training, general problem solving, technical support, and testing/deployment of new systems and databases. Designing and implementing back-up, recovery, archiving, conversion strategies, and performance tuning. Defines and develops database standards, policies and procedures.

Accountabilities:

  • Responsible on DHIS2 database development, configuration, management and maintenance in order to strengthen and optimize routine health information, monitoring and evaluation systems within the program
  • Responsible for the management of the programs database architecture to ensure secure access and availability in accordance with the needs of the program
  • Will maintain the database by setting and enforcing standards and controls
  • Will have the ability to support and integrate business processes on a technical level, analyze data requirements and identify required components/elements to be structured in a multi-relationship environment within an existing or new entity; and ensure successful platform upgrades, improvements and implementation by supervising system programming and ensure security of databases
  • Maintaining and monitoring data and databases to support the improved availability and use of process monitoring and evaluation data for program planning, evaluation, and policy and advocacy at national and state level
  • Modification and updating of the application software module in accordance with program requirement and specification
  • Generation and dissemination of routine reports to all project team in a timely manner
  • Analyze submitted reports and provide follow up with feedback on quarterly basis
  • Managing, troubleshooting and providing solution to all issues emanating from the use of the Application software
  • Manage and provide technical support to all users at various levels.
  • Capacity building of users including training, mentoring and supportive supervisory visit.
  • Ensuring complete, accurate and quality of project data in the M&E database
  • Archiving of data set and reports.
  • Ensure DHIS hosting subscription is renew as at when due.
  • Collate the DQA data and compare with DHIS for consistency
  • Performs other duties as assigned.

Minimum Requirements:

  • At least four (4) years of relevant work experience in database design and management. Relational Database Management experience in the past.
  • Proficiency in data management and analytic software e.g. DHIS2, SQL, MS Excel, MS Power BI, Tableau.
  • Must have experience in project monitoring, evaluation and data management
  • Excellent technical expertise in relevant state of the art data technologies, database warehouse data security, data systems, and its design. Able to formulate and present various solutions for business initiatives and discuss pros/cons for each option.
  • Cloud Database management experience, Data warehouse or Data analytics preferred.
  • Knowledge of best practices in data visualization and business intelligence (BI) – Strong understanding of BI features and capabilities and how that is implemented for business solutions preferred.
  • Should be self-driven with strong analytical, organizational and project management skills.
  • Must have exceptional writing, communications and presentation skills, fluency in the English language, strong teamwork and effective cross-cultural interpersonal skills.
