- The African Development Bank hereby invites qualified Individual Consultants to indicate their interest in the following Assignment : Experienced Individual Consultant for Audit Management – CHVP ;
- The services to be provided under the assignment include :
Under the direct supervision and guidance of the Head of Implementation and Delivery section of the Vice President office, the Audit Consultant will carry out the following duties:
- Support any pending actions to conclude the Controlled Self-Assessment of HR Process: a Controlled Self-Assessment of HR Processes was recently concluded with the advisory support of the Audit department. The Consultant is the designated focal point for this exercise in liaison with the HR Management team and Audit Department. This should bear cognisance of the organizational context and evolution of the HR Department so that all efforts are focussed, relevant and dovetail with all the developments and initiatives that have been implemented, are on-going and planned for the HR Department ;
- Act as a focal person on audit matters, support the Implementation of Audit Recommendations across the Complex, including pending recommendations from past audits and emerging ones from on-going and future audits: The Complex currently has Departments and Units related to Human Resources, Information Technology, Interpretation and Languages Services, Corporate Services (Travel, Catering, Corporate Procurement, Assets Management and Building Maintenance, etc), Medical Services, Business Continuity and Cybersecurity. A key deliverable and success indicator for this role is to drive cross department actions (in liaison with the Directors/ Heads of Units, audit focal points and key process owners) to implement all pending recommendations – currently 174 of them – by the end of 2021 ;
- Support the Front Office to ensure timely Management Audit Tracking System Updates including coordination across the CHVP Departments: The Bank has an tracking system for monitoring implementation of audit recommendations which you will support on, including the relevant management reporting every Quarter and as may be needed from time to time ;
- Advise on and drive Improvement Initiatives for the Complex: This will support the Complex to leverage existing systems, institutional knowledge and lessons learned to ensure a proactive, solution-finding, and preventive approach to managing our systems and processes. We envisage a future where the Complex’s pending recommendations are largely reduced so that the teams focus on current recommendations and delivery of present commitments and priorities of the Complex ;
- Support any emerging priorities that may arise and are practicable in the delivery of responsibilities for this role.
- Essential Specialized Skills/Competence :
The consultant to be recruited will be a professional of the member countries of the Bank, who has been actively involved in Audit review and monitoring activities in International Financial Organizations.
The consultant must :
- Have at least a Master’s degree in a relevant discipline (e.g. Audit, Finance, law, business administration or equivalent). He/she shall have at least ten (10) years of relevant experience in the field of audit management ;
- Be fully familiar with the AfDB or similar organizations practices, and have experience gained through previous work in various capacities including audit, procurement, I.T. or other related functions ;
- Have the ability and experience in working with conflicting priorities or under pressure to deliver timely quality services ;
- Promoting client commitment to ensuring implementation and longer-term sustainability of initiative ;
- Demonstrate good knowledge and experience working with Microsoft office applications (Excel, PowerPoint, Word) and advance knowledge of SAP ;
- Have excellent interpersonal relationships and demonstrated experience in promoting process improvement ;
- Have excellent organizational, analytical, coordination and communication/business writing skills ;
- Have the ability to work accurately, methodically and meet deadlines ;
- Be proficient in both working languages of the Bank, English and French, and able to write clearly, edit and proofread draft documents and communications ;
- Good knowledge of Multilateral Development Banks’ (MDB) environment and operational policies ;
- Have the ability to perform other duties assigned by the Vice President or the direct supervisor.
- Deliverables :
In addition to the preparation of reports and briefing notes related to the above specified scope of work, the consultant will submit a monthly report on activities and assignments carried out during the period.
- The Office of the Vice President, CHVP invites qualified experienced Individual Consultants to indicate their interest in providing the above-described services. Interested eligible individual consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (CV, documentation, references for similar services, experience in comparable assignments, etc.) ;
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- The estimated duration of services expected to start on 1 September 2021 is six (6) months renewable depending on the performance of the consultant, availability of budget and prevailing staffing issues ;

- Remuneration :
The remuneration will be an all-inclusive monthly fee to be negotiated upon contract signature, and in compliance with the Bank’s stablished remuneration scale considering requisite qualifications and experience ;

- Establishment of the Short List :
A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
