REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES (FIRMS) FOR : 

ENGINEERING SUPERVISION OF REFURBISHMENT OF PAPAGAIO MINI HYDRO POWER PLANT

The Government of São Tomé and Príncipe (GoSTP) has received financing by the African Development Bank (AfDB), towards the cost of the Energy Transition and Institutional Support Project (ETISP). Part of the AfDB financing will be used to fully finance the costs of the contract entitled “Consultancy Services for Engineering Supervision of refurbishment of Papagaio Mini Hydro Power Plant, located on the island of Príncipe”. The program is implemented by GoSTP through its Ministry of Infrastructure and Natural Resources (M IRN).

The services under the contract to be signed with selected Firm or Joint-venture shall include, but are not limited to :

  1. Review and update the preliminary design to be included in the tendering process for Engineering, Procurement and Construction (EPC) for Papagaio Mini Hydro Power Plant ;
  2. Assist the Project Owner in reviewing the EPC bidders’ technical and financial offers, as well as assisting the contracting authority during contract negotiations with the selected Contractor ;
  3. Manage the execution of the works contracts, ensuring that the execution documents to be produced by the contractor comply with the studies carried out, including changes made by the Project Owner ;
  4. Review and approval of Contractor’s detailed design, developed on the base of the tender design and secure adaptation to the encountered topographical and geographical conditions; i.e., minimize impacts in a sensitive zone ;
  5. Verify that the calculations and assumptions used, the execution and construction plans, diagrams and documents submitted for their approval by the Contractor are developed in accordance with the contractual standards and technical/engineering specifications ;
  6. Represent the Project Owner during the Factory Acceptance Test (FAT), with the aim of verifying the conformity the specifications and standards of the project equipment ;
  7. Prepare a supervision plan, guiding the action of the local team during the construction phase and directly executing the tasks within the scope of its expertise, supervise the works and carry out provisional acceptance ;
  8. Approve and supervise the testing and commissioning procedures proposed by the Contractor in accordance with international standards in force and proceed with the acceptance of all civil engineering works, equipment and network and issue the corresponding certificates ;
  9. Monitor the implementation of the contrator’ Environmental and Social Management Plan (ESMP) ;
  10. Verifying compliance by the Contractor with the provisions of the environmental and social clauses of the work contracts, as well as the occupational health and safety plan and, if necessary, propose amendments ;
  11. Ensure that operation and maintenance manuals for operation and maintenance of all hydro mechanical, electromechanical and network works and equipment, are provided ;
  12. Ensure that the Project Owner has a data recording systems to monitor plant and network equipment efficiency and performance, this includes remote monitoring ;
  13. Implement a programme of Defects Liability Period supervision, after commissioning.

The MIRN, now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the AfDB’s Procurement Framework (October 2015) and the provisions of the Financing Agreement, which are available on the Bank’s website at http://www.afdb.org.
