The Opportunity :

  • The Project Manager shall be responsible to effectively lead the quality implementation of the project across relevant Plan Egypt offices with project’s partners and stakeholders , youth and communities in line with Plan International Egypt’s strategy ;
  • Lead the overall project  activities in SIDA Framework regarding Civil society strengthening and Youth sexual reproductive health including Female Genital Mutilation and early marriage as  project for Plan Egypt in close contact and coordination with the Plan Program Units, Country office departments, project’s partners and in line with project requirements and Plan Egypt strategy ;
  • Provide appropriate project management and technical support to Plan Egypt Program Units on project’s objectives, activities, outcomes, budget, timeline, project M&E, reporting ensuring that projects are implemented within the set objectives and activities ;
  • Manage, Coordinate, prepare and consolidate project reports on monthly, quarterly and semiannual bases ;
  • Evaluate projects performance and identify deviations from the achievement of objectives and recommend on actions to be taken ;
  • Manage the project’s budget and follows up with Plan Program Units for the budget spending and reforecasting for the project ;
  • Reports on weekly bases on the progress of the project to the Program Unit Manager ;
  • Works closely with the program unit managers, M&E staff , Plan Egypt Gender Advisor on all the aspects and requirements of this project .

Responsibilities include :

  • Develop the consolidated activity plans, budget forecasts, follow up on budget spending and reforecasting in line with the project’s requirements ;
  • Prepare periodic consolidated progress and narrative reports ;
  • Organize for the implementation of the national level activities of the projects in line with the project’s requirements, Plan Egypt strategies and as agreed by project’s partners ;
  • Support the PUs on project management aspects and promotes learning and exchange of information among different geographical locations where the project is being implemented ;
  • Keep close relationship with all project partners to ensure cross learning and coherent implementation takes place ;
  • Foster and support developing relationships with relevant stakeholders at national level, networks and other government entities to ensure support to the project implementation, outcomes and impact .

 

Knowledge, Skills and Behaviours  Required to Achieve Role’s Objectives :

  • Understanding of root causes and consequences of gender discrimination, exclusion and inequality and how they contribute to the non-realization of children’s rights and developing practical strategies to address them ;
  • Understanding of the implications of working with a rights based and gender transformative approach to development and ability  to analyse the situation of children’s and particularly girls’ rights in his/her working context ;
  • Knowledge and experience in using participatory and gender transformative development and influencing methods ;
  • In-depth understanding of how gender, age, and other socio-cultural factors (ethnicity, disability) intersect to effect access to rights ;
  • Gender and global development issues, with particular knowledge in women’s rights, girls’ rights and child rights ;
  • Understands ways in which and reasons why gender equality and inclusion are resisted at various levels (e.g. families, government, partners, community, etc.) ;
  • Familiar with influencing tactics, such as advocating governments for policy change, campaigning with CSOs for budgetary revisions, strategic engagement with power holders via media outlets, including digital ;
  • Experience in dealing with government entities, institutions and / or key governance mechanisms and processes for policy making ;
  • Demonstrated experience of developing and delivering advocacy strategies and/or campaigns preferably with a gender equality or girl-led focus advanced practical understanding of child and youth safeguarding and child rights, current issues and best practice including child protection issues associated with youth campaigning and advocacy including digital safety
  • Understanding of relevant ongoing or previous initiatives around youth governance, youth media and youth advocacy ;
  • Understanding of social media for social change specifically, Twitter, Facebook and blogging and how these are used as digital influencing tools by youth movements and groups ;
  • Understanding of how and why to engage young people in influencing ;
  • Build strong collaborative networks, creating productive connections ;
  • Project management abilities including excellent budget management and financial planning skills ;
  • Understands well gender equality and youth Sexual reproductive health issues.. Contributes to the implementation of relevant priority actions on gender equality, as outlined in Plan’s Strategy on Gender Equality ;
  • Demonstrated experience as a development professional in planning, monitoring, evaluating programs skills in managing impact assessment with the participation of beneficiaries ;
  • Knowledge of youth organizational Development and transition issues, trends ,challenges and opportunities ;
  • Proven experience of working collaboratively and openly with national partners, national stakeholders ;
  • Excellent presentation skills – ability to influence and persuade ;
  • Strong organizational and planning skills ;
  • Demonstrated writing skills( report writing, proposal, and concept paper writing) ;
  • Excellent command of spoken , written English and Arabic ;
  • Proven ability to develop high quality reports ;
  • Ability to work under stress and pressure and to meet multiple deadlines and targets ;
  • Balance future vision with practical delivery ;
  • Involves others in setting and achieving goals ;
  • Creates strong sense of ownership within one part of the business to different stakeholders ;
  • An open communicator and team player.

 

Minimum Qualifications :

  • University degree, Masters preferable, in a relevant discipline .

 

Minimum Experience :

  • 5  years of experience in project’s management with focus on  youth , civil society organizations development community and social development
  • Preferable experience with projects focused at gender and sexual and reproductive health  for youth in both urban and rural settings .
