Context:

Under the overall supervision of the Regional Director (RD), the direct supervision of the Regional Liaison and Policy Officer (RLPO), and in close coordination with the Regional Information Management Officer, the Regional Head of Programmes (Department for International Development (DFID) and European Union Emergency Trust Fund (EUTF)) and the Head of the Migration Research Division at IOM Headquarters, the successful candidate will be responsible for assisting with and contributing to developing the regional research portfolio and Policy work undertaken by IOM’s Regional Office for West and Central Africa (WCA).

Core Functions / Responsibilities:

  1. Collect, compile and analyze relevant information on priority migration policy and emerging trends within the field of migration and provide technical inputs for policy formulation and analysis in relation to these issues.
  2. Assist with the compilation and preparation of statements, background documents and reports for relevant meetings and events.
  3. Support IOM’s participation in and policy inputs to State-led and international or regional processes as well as inter-agency cooperation where migration issues are relevant, particularly in relation to the implementation of the migration related SDGs, by following up on logistical and administrative arrangements, providing information and drafting technical inputs for policy documents.
  4. Contribute regional guidance for the dissemination and exchange of information and documentation on global migration policy issues.
  5. Provide assistance to the Regional Programme Learning Manager on fostering a culture of learning.
  6. Undertake, develop and support relevant policy-research on migration on behalf of the Regional Office and contribute to IOM’s regular research publications (such as the World Migration Report).
  7. Support IOM’s research under the Safety Support and Solutions in the Central Mediterranean Route Phase II (SSS II) by liaising directly with IOM’s research partner under the programme to obtain and provide relevant information.
  8. Provide technical support and guidance to Country Offices in developing and implementing projects, activities and strategies with research components.
  9. Provide technical support to Country Offices implementing DFID-funded research activities in developing, implementing and monitoring said activities, with a specific focus on generating feedback loops to the organization.
  10. Train and support the capacity of Country Offices in data collection and research methods.
  11. Represent IOM in regional data/research initiatives, including by shaping the initiatives’ research agendas, reviewing research, and handling administrative issues related to IOM’s participation in these initiatives.
  12. Reply to external and internal queries on research and assist in fulfilling internal reporting requirements regarding data and research.
  13. Conduct research for, write sections of, and review drafts of IOM research initiatives in the region.
  14. Participate in developing and maintaining partnerships with academic institutions, think-tanks and research institutions within the region.
  15. Provide technical inputs for the development of IOM regional research strategy and policy-oriented research in close coordination with the Regional Information Management Officer, the Regional Thematic Specialists and, where relevant, with the Regional Research Officers and/or Headquarters.
  16. Support the design and running of a WCA knowledge hub by uploading relevant materials and developing and outreach strategy to win potential contributors, as well as build a community of researchers, academics, policymakers, practitioners and other interested parties working on migration issues related to WCA.
  17. Conduct background research and draft documents in support of meetings of policy related discussions and consultative processes, within the framework of the Global Compact for Migration or other relevant processes.
  18. Prepare draft reports and write identified sections of regional policy and strategy documents as well as regional public information materials.
  19. Assist in the identification of new programme/project possibilities, with a focus on research and knowledge production, consistent with expressed Government needs and IOM’s mandate and strategy in the region; on this basis, aid in the formulation/development of project proposals and collection of requested documentation for submission to donors, according to IOM project development guidelines and procedures.
  20. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Migration Studies, Political Science, Social Science, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • PHD is an advantage

Experience

  • Experience in research, in particular quantitative and qualitative methods;
  • Excellent drafting and editing skills;
  • Experience producing visibility materials, publications, reports and other documents;
  • Good knowledge of migration issues;
  • Good knowledge of the West and Central Africa region;
  • Experience working with statistical software, such as Statistical Package for the Social Science (SPSS) or STATA software, and databases is a distinct advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in French and English is required (oral and written). Working knowledge of Spanish is an advantage.
