Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Context :

Within the context of the revised International Stabilization and Security Support Strategy (ISSSS), IOM, CORDAID, PAX and VNG-I, have developed a joint stabilization programme for selected intervention zones in North-Kivu and Ituri. The three-year programme will contribute to two ISSSS pillar objectives, being “Democratic Dialogue” and the “Restoration of State Authority”.

The programme’s goal is “to contribute to the improved mutual accountability and capacity between Congolese state institutions and civil society to address and mitigate the main drivers of conflict in selected intervention zones in Ituri and North- Kivu, and to reinforce the legitimacy of these institutions and its agents, who are perceived as enabling security actors by men, women, boys and girls.”

This programme goal can then be split up into two pillar objectives:

  • Contribute to peaceful conflict resolution, improved security, and reinforced social cohesion through the promotion of inclusive dialogue between selected communities in targeted areas (Territories, Chefferies, Groupements), and security, justice and administration authorities;
  • Contribute to improved state services, including security, justice, and administrative services, and enhanced perception of these services in the targeted areas. Within the framework of the CISPE stabilization programme, IOM is recruiting a consultant who will be responsible to support the M&E and reporting needs of the Consortium. The Officer will report directly to the CISPE Programme Manager Consortium within IOM.

Core Functions / Responsibilities :

Reporting and M&E :

  1. Maintain an up-to-date tracking tool (trimester 4 of Year 3) for the CISPE indicators used within the logical frameworks of all ongoing activities managed by CISPE and ensure that the information collected during project implementation complies with and meets the given indicators;
  2. Coordinate the data collection and analysis of the upcoming CISPE Endline during the last trimester of CISPE;
  3. Coordinate with SSU’s M&E Cell to harmonize the data collected through the joint tools during the last trimester of CISPE;
  4. Ensure that reporting deadlines for CISPE are met and approved by necessary individuals and/or Offices/Departments through coordination with the programme manager, resource management staff and through research and writing by the select Officer;
  5. Prepare regular periodic and ad-hoc reports, situation, thematic and operational updates for sharing with internal and external counterparts, including government agencies, donors, partners, RO, Headquarters;
  6. In coordination with project/programme managers, conduct field visits of ongoing activities by IOM and IOM’s Partners.

Project Development :

  1. Support in the drafting of the CISPE @ Project Proposal (narrative, budget, ME framework, logical framework) that are in line with donor requirements and that are properly coordinated with the Programme Manager, relevant IOM DRC staff, IOM’s Regional Office (RO) in Pretoria and any other offices or departments that are germane to the project being developed;
  2. Engage in strategic discussions with partners within the non-governmental organizations (NGOs), international nongovernmental organization (INGO) and UN community with the purpose of signing Memorandum of Understandings, drafting joint project proposals and submitting the joint- proposals to select members of the donor community;
  3. Manage the submission process and activation of successfully submitted projects which will include donor relations, administrative support and contract negotiation;
  4. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education : 

  • Master’s degree in Political or Social Science, Business Administration, International Relations and/or Law from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience :

  • Experience in monitoring and evaluation, Statistics and/or project development and management.

Languages :

  • For this position, fluency in English and French is required. Working knowledge of local language is an advantage;
