Context:

Under the direct supervision of the Chief of Mission (CoM) and in close collaboration with the Office of Staff Security(OSS) at Headquarters (HQ) and Dakar Regional Office and the Programme Managers in Nigeria, the successful candidate will be accountable and responsible for all security and safety matters related directly or indirectly to all IOM personnel and property in Nigeria. S/he will rationally and successfully manage the IOM Nigeria Staff and Security Unit, implement appropriate safety and security management procedures that will effectively address staff safety and the protection of IOM assets. H/she will perform the following responsibilities:

Core Functions / Responsibilities:

  1. Collaborate, coordinate and establish networks with other international organizations, government security services and agencies working in the security management field, ensuring appropriate lines of communications relating to all aspects of staff security and safety are established and well maintained.
  1. Provide advice, technical support and assistance to the CoM, Heads of Sub-Offices, Programme and Project Managers and when required and possible, collaborate with other offices in the Region regarding safety/ security matters that will impact IOM’s operations and programmes. Provide relevant technical and strategic analysis on potential threats/ risks to staff/ programmes and ensure that appropriate safety/ security information is disseminated to the sub-offices/ staff members.
  1. Maintain a close working relationship with the United Nations Department of Safety and Security (UNDSS) – in Nigeria, and a comprehensive working knowledge of the present IOM/ UNDSS Memorandum of Understanding, related to the various security protocols stipulated in this agreement, including the teamwork of Accountability of the UN Security Risk Management System (SRM), Residential Security Measures (RSM) and the UNDSS Security Policy Manual requirements. This will include complete working knowledge of various UNDSS security plans, evacuation/emergency in place in the mission, and ensuring that IOM staff are familiar with these plans.
  1. Participate constructively in the DSS led security cell weekly meetings and brief IOM Nigeria Chief of Mission immediately after that.
  1. Attend the weekly UN Senior Management Team meetings as an observer, if needed.
  1. Manage the IOM OSS Unit, ensuring a team approach and coach, train, and monitor the Local Security Staff (LSAs). Ensuring reciprocal professional growth and organizational support. Conduct security assessments / evaluations, monitor regional security threats/trends, in collaboration with the OSS that will enable comprehensive threat/risk analyses, and further offer appropriate recommendations in conjunction with the design and implement of IOM specific, mission evacuation /emergency security plans.
  1. Review and monitor the level of SRM and RSM compliance in the various IOM Sub-Offices in Nigeria and effectively address all non-compliance findings.
  1. Develop and provide safety/security briefings for IOM staff deployed to and travelling within the Country Office, and as required briefings for non-IOM staff involved in IOM programme implementation. Ensure and coordinate timely UNDSS briefings for all staff deployed to the Mission. Ensure regular updating of staff riot their contacts. Coordinate travel security for the Country Office relating to all IOM operations, including medical evacuations, and international staff travel within and from/to Nigeria also in relation to current DSS international staff ceiling allocations.
  1. Assess and facilitate the provision of an adequate duty of care and security support to the service provider network currently utilized by the IOM, Nigeria programmes in the field. Provide suggestions and recommendations regarding the service provider network, related to operational security procedures.
  1. Ensure all relevant safety/security information is disseminated in a timely manner to the IOM Programme’s staff and to the extent possible the programme’s service providers. Coordinate of staff transportation arrangements outside working hours. Ensure curfew observance and warden communication arrangements and updates for international and national staff.
  1. Conduct as required security assessments/evaluations/threat/risk analysis (both tactical and strategic) for IOM programmes in Nigeria and offer appropriate mitigation recommendations.

Specifically, the Field Security Officer will:

    1. a) Conduct these assessments in accordance with present programme and Country Office Security Risk Assessment (SRA) reports. The programme assessments should review the justification for programme activities, identify programme ‘criticality’, and what programmes may require enhanced security support.
    2. Conduct regular document reviews of extant security plans and policies and update and edit or improve as required.
    3. Conduct a joint threat/vulnerability/risk analysis with stakeholders and produce a draft document for OSS review; update regularly to respond to new or emerging threats.
    4. Conduct regular physical security surveys of facilities and staff residences.
    5. Conduct an initial security training needs assessment and regular needs assessments for new and emerging threats.
    6. Identify various levels of risk (risk matrix) and potential mitigation measures within the concept of IOM’s Country Office risk management strategies.
    7. Collaborate as required with OSS and the Country Office UNDSS regarding all aspects of threat/risk analysis.
    8. Develop staff training plan including an introductory security briefing for all new hires taking into account all of the foregoing. Monitor staff training needs and certificates.
  2. Assist in the design and implementation of IOM security-related strategies, mission specific security Standard Operations Procedures (SOPs) and establish a concrete course of action for their implementation.
  1. Prepare Country-specific training activities, seminars, briefings; coordinating staff participation; managing administrative, logistic and budgetary issues (where applicable); ensuring security training is carried out professionally. Design training for offices training personnel, drivers, and monitor performance and adherence to security standards.
  1. Liaise with OSS and UNDSS on all security-related training matters, in efforts to ensure that IOM’s training procedures and policies conform to the required training standards to the extent possible.
  1. Investigate security breaches/incidents in Nigeria, working closely with local authorities in efforts to ensure IOM staff, its assets and interests are protected, and appropriate and corrective measure taken.
  1. Report security matters directly to the CoM and the OSS; liaise with various security services (police, military) and UN agencies security focal points regarding safety/security issues. Liaise with IOM’s Head of Office Staff Security Unit, regarding relevant security matters.
  1. Closely monitor and report on staff deployment number (slots) established for the mission by the UN Designated Official (DO) during emergencies, in coordination with the Security Management Team (SMT) and UNDSS, in efforts to ensure that security clearance procedures are applied fairly vis a vis all the agencies working under the UNDSS Security Management System.
  1. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Security Management, Law and /or Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields or equivalent studies in the National Armed or Security forces of country of residence with seven years of relevant professional experience.

Experience

  • Experience in Security management, migrant Refugee Camp Security and emergency response;
  • Comprehensive understanding of the United Nations Security Management System (UNSMS)system and exhibit the ability to work with UNDSS in the field;
  • Experience in United Nations missions, international peacekeeping, humanitarian emergency operations, strategic security planning/analysis and advanced security training with national or international security agencies or private organizations is highly desirable;
  • Proven ability to collaborate with senior military and government counterparts;
  • Demonstrate the ability to manage a high degree of rational behavior and decision making always irrespective of the gravity of the security environment; and,
  • Previous working experience in the region an advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
