- This Vacancy follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDP online of May 2017), and on the African Development Bank’s internet website (afdb.org)
- The Government of Malawi has received a loan from the African Development Fund (ADF) in various currencies towards the cost of Jobs for Youth Project. It is intended that part of the proceeds of this loan/financing will be applied to eligible payments under the contract number J4Y/AfDB/ADM/C-2019-013
- The Ministry of Labour, Youth, Sports & Manpower Development (MoLYS&MD) is accepting applications from suitably qualified Clerks of Works to take part in the implementation of Works activities. The scope of services will involve construction supervision of Works contracts for three selected community technical colleges in Karonga, Nkhota-kota, Phalombe Districts and youth development centre in Neno District.
- The assignment will include but is not limited to:
- Ensuring that work is carried out correctly and to the MoLYS&MD’s standards in terms of specification, materials, workmanship and schedule.
- Taking measurements and samples on site to make sure that the works and the materials meet the specifications and quality standards.
- Records keeping and preparation of Civil Works monthly progress reports.
- Become familiar with all the relevant drawings and written instructions, checking them and using them as a reference when inspecting work.
- Making visual inspections and routine and spot checks on works quality.
- Being familiar with legal requirements and checking that the work complies with them.
- Having a working knowledge of health and safety legislation and bringing any shortfalls observed to the attention of the The Architect.
- Advising the Contractor about certain aspects of the work, particularly when something has gone wrong, but this advice should not be interpreted as an instruction.
- Attending site meetings and advising of difficulties being encountered or likely to be encountered.
- Making recommendations in writing about any aspect of the works, including quality which does not conform with the plans, specifications or schedules of works and other documentation that might be unsatisfactory for any reasons of designs, work or cost. Referring recommendations to the Architect for a decision on further instruction.
- Continuously monitoring work on site in accordance with the contractors.
- Maintaining and issuing weekly written progress reports with photographs for all visits, including weather conditions, available work force, and materials on site.
- Examining, as far in advance as possible, all contract documents and drawings, on individual schemes for discrepancies.
- Checking that progress is maintained according to the building program and advising on any likely cause for delay to the Architect.
- Working in collaboration with MoLYS&MD staff to ensure that project’s objectives are achieved.
- Updating a site diary on site operations.
- Eligibility criteria, establishment of the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the use of Consultants. MoLYS&MD is under no obligation to recruit any consultant who submits an application.
- ESTABLISHMENT OF RECRUITMENT
A shortlist of three to six individual consultants will be established at the end of request for application. The Consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

| Minimum of 6 years post- qualification in construction environment | 20% |
| Experience managing African Development Bank projects in Malawi | 20% |
| Experience managing Contractors and suppliers in construction projects | 30% |
| Experience of producing work plans and progress reports | 20% |
- The duration of the assignment is estimated at 12 calendar months expected to be based in one of the following districts; Karonga, Nkhota-kota, Phalombe or Neno in Malawi and the commencement date is planned for beginning of May 2019.
