- The African Development Bank hereby invites qualified Individual Consultants to indicate their interest in the following Assignment : Experienced Individual Consultant for Trade and Regional Integration Expert – RDRI. The Expert will work with limited supervision but under the overall guidance of the Director RDRI and defer to the technical supervision by the latter’s designated Task Manager including Regional Integration Coordinators.
- The services to be provided under the assignment include :
- Undertaking evidence based research and preparing flagship publications on Regional Integration and Trade as determined by the RDRI ;
- Provide leadership and production of the Visa Openness Index 2019 ;
- Compilation and publication of a current and well written synopsis of the Bank Group’s.
Regional Integration (and Trade) activities in the Regions :
- Preparation of a range of customized Knowledge and Communications products of select and high impact regional activities in consultation with the RDRI.
- Preparation of the relevant 2019 Annual Bank Group event documentation on regional integration.
- Make meaningful contribution to the RDRI’s quarterly regional integration activities.
- Support Bank-wide teams in the development of analytical pieces particularly on “soft infrastructure” interventions that impinge on regional integration.
- Where necessary ensure that there is adequate consultations with the Bank staff and that inputs for all the research work, knowledge products, event materials etc., are provided in a timely manner.
- Essential Specialized Skills/Competence :
3.1 The prospective candidate should be a professional of the member countries of the Bank with strong, research background on regional integration and trade issues. He/she must have demonstrable experience working in Africa, and in particular with the AU, RECs and RMCs. More importantly the candidate should have :
- A degree in social sciences, economics, international trade, regional integration political economy or other related disciplines ;
- A minimum of 10 years’ research experience and with a track-record of publications in reputable and refereed journals ;
- Knowledge and/or experience with the work relations of the AUC, RECs, WTO and other trade related institutions ;
- Strong analytical, research and writing skills and ability to work with various stakeholders ;
- Ability to work independently as well as part of a team; and
- Fluency in English and/or French language.
- Deliverables
4.1 In addition to the preparation of reports and briefing notes related to the above specified scope of work, the consultant will submit a monthly report on activities and assignments carried out during the period :
- Preparation and delivery of Regional Integration and Trade knowledge products for the Bank Group’s 2019 Annual Meeting ;
- Preparation of customized internal and external communication for the Annual Meetings as may be required by the Department ;
- Preparation of written material that may be required by RDRI for purposes of enhancing the success of the Annual Meetings ;
- Coordination and preparation of a post-2019 Annual Meetings – Proceedings Report as may be necessary.
- RDRI invites qualified experienced Individual Consultants to indicate their interest in providing the above-described services. Interested eligible individual consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (CV, documentation, references for similar services, experience in comparable assignments, etc.).
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
- The assignment will be available for a period of 100 Working days starting from end of February 2019 but spread over a one year period.

- Remuneration :
The remuneration will be an all-inclusive lump sum to be negotiated upon contract signature, and in compliance with the Bank’s stablished remuneration scale considering requisite qualifications and experience. This will be paid at agreed intervals with the consultant.
