REQUEST FOR EXPRESSION OF INTEREST

INDIVIDUAL CONSULTANT FOR DESIGNING A FRAMEWORK TO APPLY THE FRAGILITY LENS TO NON-SOVEREIGN OPERATIONS IN FRAGILE AND HIGH-RISK ENVIRONMENTS AND PROMOTE PRIVATE SECTOR DEVELOPMENT

Dear Sir/Madam :

1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : Individual Consultant for Designing a Framework to Apply the Fragility Lens to Non-Sovereign Operations in Fragile and High-Risk Environments and Promote Private Sector Development ;
2. The consultant will be responsible for leading several streams of activities under the guidance of the Division Manager, strategy and transaction support. In brief, the consultant selected is expected to design a framework that will ensure that the findings of fragility assessments are effectively applied in the design of the Bank’s non-sovereign operations in fragile contexts (fragility lens application), to ensure that the private sector in fragility and conflict affected countries can benefit from AfDB resources to unlock their potential to deliver inclusive and sustainable economic growth ;
3. The NSO and Private Sector Support Department (PINS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
5. The assignment will be for a period of 4 months at the Bank’s Head Quarters in Abidjan and the estimated starting date will be 1^st March 2019 ;
6. Interested Individual Consultants may obtain further information at the email address below during the Bank’s working hours: from 09:00 to 17:00 hours ;
7. Expressions of interest must be received by email at the address above no later than Wednesday 13^th February 2019, at 17h00 Abidjan local time and specifically mentioning Individual Consultant for Designing a Framework to Apply the Fragility Lens to Non- Sovereign Operations in Fragile and High-Risk Environments and Promote Private Sector Development..

ESTABLISHMENT OF THE SHORT LIST :

8. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
