CONSULTANCY SERVICES DESIGN AND PRODUCE CULTURAL HERITAGE AND WILDLIFE INFORMATION, EDUCATIONAL AND AWARENESS MATERIALS FOR CHONGONI ROCK ART WORLD HERITAGE SITE, KASUNGU NATIONAL PARK AND LAKE MALAWI NATIONAL PARK

(INDIVIDUAL CONSULTANT)

 

The Government of the Republic of Malawi through the Ministry of Industry, Trade and Tourism, has received financing from the African Development Fund (ADF) towards the cost of support to the Promoting Investment and Competitiveness in Tourism Sector (PICTS) Project. The Implementing Agency intends to apply part of the proceeds to finance payments under the contract for the consultancy to design and produce Cultural Heritage and Wildlife Information, Educational and Awareness Materials for Chongoni Rock Art World Heritage Site, Kasungu National Park and Lake Malawi National Park.

Objective of the Consultancy :

The individual consultant will assist to develop Cultural and Wildlife Information, Educational and Communication materials to be used by the Departments of Museums and Monuments; and National Parks and Wildlife in sensitizing communities about the cultural heritage and wildlife resources found in Chongoni Rock Art World Heritage Site (CRAWHS) in Dedza, Kasungu National Park (KNP) and Lake Malawi National Park

(LMNP) in Mangochi and how these resources contribute to the communities’ existence and well-being. The materials will carry messages to the communities about how they can participate in cultural heritage and wildlife resource preservation, conservation, management and promotion.

The Ministry of Industry, Trade and Tourism is seeking a qualified individual Consultant to design and produce Cultural Heritage and Wildlife Information, Educational and Awareness Materials for Chongoni Rock Art World Heritage Site, Kasungu National Park and Lake Malawi National Park.

The services to be provided under the Assignment include :

  1. Develop a social media campaign strategy ;
  2. Design and produce Posters ;
  3. Design and produce Brochures ;
  4. Design and produce Comics ;
  5. Design and produce Radio Television jingles ; and
  6. Design, produce and install Bill Boards.

Required Qualification and Experience :

The duly registered individual consultant, and operating under either international regulations or the rules of the Government of Malawi, must have the following qualifications :

  1. Be in possession of a Bachelor of Communications, Marketing, Graphic Designing or audio visual production ;
  2. Should have a minimum of five years of professional experience in graphic designing and production, social media marketing ;
  3. Should have a good knowledge of graphic designing of cultural and wildlife IEC material will be desirable ; and
  4. Should have a good communication skills in English and Chichewa both written and oral ;
  5. The Ministry of Industry, Trade and Tourism invites eligible Individual consultants to express their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, reference to similar services, experience in similar assignments and copies of certificates).

Eligibility criteria :

Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” (May 2008 Edition, Revised July 2012), which is available on the Bank’s website at http://www.afdb.org. The Ministry of Industry, Trade and Tourism is under no obligation to shortlist any consultant who expresses interest.

The assignment will be for a period of 4 working months and the estimated starting date will be 1st of April, 2019.

A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their profiles :

  1. General qualifications and adequacy for the assignment to be undertaken 30%
  2. Similar experience in the area of expertise of the assignment and demonstrated understanding of the TOR         50%
  3. Experience with AfDB, and/or multilateral donors projects 10%
  4. Knowledge of the graphic designing of cultural and wildlife IEC material will be desirable 05%
  5. Command of good communication skills in English and Chichewa both written and oral 05%
