Expressions of interest are being requested for an Individual Consultant Position to provide technical support to energy efficiency projects/programmes and renewable energy projects
Brief description of the Assignment :
The Department of Renewable Energy and Energy Efficiency (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy — both large and small scale — and promoting energy efficiency along with clean cooking.
The AfDB hereby invites qualified and seasoned Individual Consultants to indicate their interest in providing technical support to the Department’s ongoing/new energy efficiency programmes/projects along with support to renewable energy projects as required.
The services expected to be provided in the context of the Assignment include but are not limited to: (i) preparation of energy efficiency investment operations – both through financial intermediaries and directly with ESCOs/public entities – along with designing and implementing technical assistance interventions, and (ii) support for renewable energy opportunities mainly in the context of the Desert-to-Power Initiative

Appendix 1: Terms of Reference for Individual Consultant
- Introduction / Background
The Renewable Energy and Energy Efficiency Department (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy and energy efficiency along with clean cooking. The Department implements its mandate by working with both public sector and private sector entities.
- Objectives of the Assignment
The Individual Consultant will be responsible for providing technical support to the department and its constituent divisions for ongoing/new energy efficiency programmes /projects and renewable energy projects as required, which are likely to be mainly in the Sahel region.
- Main activities and deliverables
The Assignment will include, but not be limited to :
- Preparation of energy efficiency investment operations – both through financial intermediaries and directly with ESCOs/public entities – along with designing and implementing technical assistance interventions ;
- Support for renewable energy opportunities mainly public sector operations in the context of the Desert-to-Power Initiative ;
- undertake any other tasks that the Department’s managers or director may assign
- Administration/reporting
The Individual Consultant will work under the overall supervision of the Division Managers in the Department.
- Duration and place of the assignment
Six (6) months, based in Abidjan, Côte d’Ivoire
- Qualifications and Experience required :
Education :
- A postgraduate degree in a relevant Engineering domain. Relevant Experience and Skills ;
- Approximately ten (10) to (15) years of relevant or related professional experience with a good understanding of technical issues related to energy efficiency and solar power in Africa ;
- Experience of working with donor institutions and multilateral development institutions in a similar capacity is essential ;
- Understanding of / experience in the main energy efficiency markets in Africa ;
- Ability to work autonomously and in teams, and in a multi-cultural work environment ;
- Excellent ability to communicate orally and in writing in English and French.
