ESTABLISHMENT OF THE SHORT LIST

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their submitted resume.

Research assistance on Economic and Data Analysis

  1. Introduction

The Nigeria Country Department (RDNG) is scaling up its knowledge portfolio in order to strengthen the analytical content of its lending and non-lending operations. In particular the RDNG seeks to improve the quality of the project and program documents submitted to the Board, including but not limited to the country strategy framework, project concept notes and appraisal reports as well deepen analytical content of economic intelligence briefs and other knowledge products focussing on contemporary socio-economic issues affecting Nigeria.

  1. Objectives of the Assignment

The main objective of the assignment is to support the RDNG economic research and knowledge work in terms of collecting and collating qualitative and quantitative data. In addition, the junior consultant will assist in processing data needed for the preparation of operations documents, research reports, economic intelligence briefs and briefs for Senior Management. Finally, the successful junior consultant will participate in, and support the, regular operations and country team meetings, taking minutes and updating relevant analytical sections of the outcome documents.

  1. Main activities and deliverables

The Consultant’s assignment will include the following tasks :

  • Support the RDNG’s research and knowledge work in terms of collecting and collating qualitative and quantitative data.
  • Assist in data processing for the preparation of research reports, operations documents, economic intelligence briefs and policy dialogue papers for Senior Management.
  • Assist in the preparation of spreadsheets for statistical and economic analysis, using relevant statistical and econometric applications.
  • Maintain a regular statistical database of key socio-economic, political, institutional and governance indicators.
  • Participate in the preparation of country-level policy and economic analytical documents such as the Country Note of the African Economic Outlook, the Country Strategy Framework, Economic Research Papers, Policy Papers, and any other knowledge products that the Department may deem relevant to its knowledge and operations work in support of Nigeria’s development agenda.
  • Assist staff with the processing of certain operations and research related documents and matters.
  • Perform any other assignments as may be delegated by the Task Manager.
  1. Administrative and technical reporting

The consultant will work under the overall guidance of the Country Operations Manager for RDNG and day-to-day technical supervision of the Lead Economist for Nigeria, who is also the Task Manager assigned for this project.

  1. Duration of the assignment

The assignment will be for six (6) months with possibility of extension, subject to satisfactory performance. For the entire duration of the assignment, the junior consultant shall be physically present at the RDNG offices in Abuja, Nigeria.

  1. Qualifications and Experience Required
  • A Masters’ degree (or equivalent) in Development Economics or related field ;
  • A national of the Bank’s Regional Member Country (RMC) ;
  • Less than 32 years of age ;
  • A minimum of 2 and maximum of 5 years working experience with an international organization, in Africa or other low-income countries ;
  • Good knowledge of issues relevant to Nigeria’s socio-economic development ;
  • For this assignment, strong writing and editing skills in English is required ;
  • Excellent data processing, research and report-writing skills, with strong attention to detail ;
  • Prior operations experience gained in Nigeria or any of the Bank’s RMCs will be an added advantage ;
  • Proficiency in MS Packages (Word, PPT and Excel) and conventional statistical and econometrics packages: Eviews, MATLAB, STATA, etc., and ability to work with and manipulate complex datasets.

7 .  Remuneration

The Consultant will be paid a competitive monthly lump sum for the entire period in accordance with Bank’s remuneration guidelines for Junior Consultants and commensurate with the number of years of relevant experience.
