MdM :
For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.
Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in more than 40 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
Violence in the northeast of Nigeria has caused massive displacement and at the same time restricted movement. It has disrupted food supplies, seriously hindered access to basic services, and limited agricultural activities. Since February 2016, as humanitarian access is increasing, extreme food insecurity and malnutrition conditions have been revealed in Borno state.
As of 3rd August, 1.82 million people are estimated to be displaced within/from of Borno state, 1.63 million of them actually stayed within the state. Most of them (more than 1.2m) are living in Maiduguri with the host community and others in formal and informal camps.
MDM has its coordination office in Maiduguri and a sub office in Damboa.
MdM has started since October 2016 an emergency response to this crisis, in the Borno state. In 2018, MdM strategy in Borno state focuses on improving access to :
- Free comprehensive primary healthcare services ;
- Quality nutrition treatment for malnourished children ;
- Mental health and psychosocial support ;
- Lifesaving medical care, holistic referral services for survivors of gender based violence.
In 2019, MDM will run directly 4 clinics (3 in Maiduguri, 6 in Damboa), support 2 Ministry of Health PHCC. MDM has also developped internal capacities to respond to new emergencies (mainly deplacements of population as well as cholera outbreak).
Tasks and responsibilities :
Under the responsibility of the general coordinator, you will supervise the members of the emergency response team (ERT), emergency preparedness response and planning activities in close coordination with other humanitarian actors and other stakeholders. You ensure team security and safety and compliance with security regulations.
More specifically, your responsibilities are to :
- Carry out the risk analysis, identify the main hazards and analyse vulnerabilities of the population ;
- Analyse the in-Borno state response capacities of all stakeholders (authorities, NGO, UN), participate to coordination mechanism, and develop strong bilateral collaboration with humanitarian actors ;
- Rank the risk matrix (MdM tools) based on potential impact and likelihood, prioritize a limited number of risks or contingencies, and prepare operational scenario ;
- Define strategic and operational response plans and determine the require resources for its implementation ;
- Design and implement the Emergency Response Team’s (ERT) strategy for building MdM capacity for enhanced emergency preparedness and response ;
- Develop and maintain knowledge and learning management systems for MdM emergency preparedness and response team ;
- Contribute to the definition / revision of MdM strategy in Borno state ;
- Ensure appropriate administrative, financial and logistical MdM systems/procedures are in place ;
- Be responsible for accurate budget control and overall responsibility for financial management of the EPREP component ;
- Contribute to recruitment and selection of national staff, be responsible for the disciplinary and grievance procedures of the national team under line management ;
- Supervise the ERT staff by approving annual performance plans and completing performance appraisals; support their professional development ;
- Be responsible for capacity building and training of national personnel in collaboration with all technical coordinators ;
- Carry out representation with other NGOs, UN agencies, local and national government bodies, traditional authorities, donors and other relevant parties ;
- Participate on a regular basis to all relevant meetings and build a strong relationship with all partners ;
- Ensure team security and safety in the new emergency sites ;
- With the support of the logistic coordinator, proactively monitor the political, military and security situation in the new emergency sites ;
- Ensure that appropriate security guidelines are developed, communicated, adhered to by its team ;
- Elaborate regular activities reports ;
- Participate to proposals and reports to donors.
Conditions of employment :
- Status : Employee Contract : Fixed-term contract ;
- Duration : 9 months ;
- Starting date : 15/03/2019 ;
- Gross monthly salary : 2 763 euros ;
- Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required ;
- Expatriation bonus (10% gross salary per month) ;
- Transportation cost, vaccines and visas covered ;

- 22.5 RTT (recovery days) per year ;
- 5 weeks of paid leaves per year ;
- Health insurance (60% covered by MdM and 40% by the employee) ;

Skills and experience needed :
- Experience with an international NGO working in emergency contexts, managing programmes, within the health sector ;
- 3 years of experience in managing emergency response program ;
- Medical profile: doctor or nurse with Master’s degree in relief/development or related field ;
- Previous experience of project planning and budget holding; proposal and report writing ;
- Experience of security management at the field site level ;
- Knowledge and understanding of project management tools ;
- Strong leadership skills and a supportive management style ;
- Experience of security management at the field site level ;
- Ability to work under a minimum of supervision ;
- Strong problem solving and organisational skills in day to day and crisis situations ;
- Capacity to work and to live in tense conditions ;
- Diplomacy, negotiation and networking skills.
Languages : English fluent
French is an asset
