Brief description of the Assignment:

The Business Solutions Development division of the Corporate Information Technology Services department is managing several web applications, portal and dedicated tools to manage the user department’s requests.

The division wants to reinforce is team in charge of applications to manage current user requests and support. This may include development of small size applications, updates on existing applications, configuration of dedicated tools, content management and support to the Bank’s staff.

In that regard, the Corporate Information Technology Services department is expecting to hire a Junior Consultant (Developer) with skills in web application development to undertake this assignment.

The Consultant will have to perform the tasks that follow:

  • Development of small size applications or updates in existing application.
  • Configuration of dedicated tools (survey tools, content management, reports)
  • Support to Bank staff and user training

RECRUITEMENT OF A JUNIOR CONSULTANT

WEB DEVELOPER (APPLICATIONS SUPPORT AND

CONFIGURATION)

  1. BACKGROUND

The African Development Bank Group (AfDB) is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively. The Bank has approximately over 2000 staff members, who have been recruited from a wide geographic area only limited by membership in the Bank. There are currently 80 different nationalities from Africa, Asia, Europe and the Americas represented within the Bank making the institution multicultural in every sense of the word. The Bank has two official languages: English and French. It co-operates with a large network of international development partners.

The Corporate Information Technology Services department (CHIS) is responsible for the provision of efficient, effective and modern IT infrastructure and application services to support optimize and transform Bank’s business process for developing Africa. Under the leadership of the Bank’s Information System’s Director, CHIS department is mandated by the Bank to deliver the best possible IT services for Bank staff, and help achieve the results that will get the Bank closer to accomplishing its development goals.

  1. OBJECTIVE

  1. SCOPE OF THE SERVICES & DELIVERABLES

3.1.     Activities

The consultant perform the following tasks according to the specifications and the priorities that it will be defined by the team leader with whom he will have to work. Among other things, he will have to perform the tasks that follow:

  1. Development of small size applications or updates in existing application. This includes:
  • Design, develop and test applications according to the requirements of standards development in force within the division and taking into account the conditions required by the internal quality assurance.
  • Produce appropriate documentation for each stage of the life cycle of applications
  • Train users if necessary
  • The transfer of knowledge to the staff of the Bank.

 

  1. Configuration of dedicated tools (survey tools, content management, reports)
  • Design and implementation
  • Produce appropriate documentation related to configuration done
  • Support to Bank staff and user training

3.2.    Deliverables

The following are the expected deliverables during the assignment:

  • Technical documentation
  • Fully workable applications or configurations
  • User manuals

 

  1. QUALIFICATIONS AND EXPERIENCE REQUIRED

The candidate must have the following skills and qualifications:

  • Master/Engineer degree in computer science, software development or related business fields.
  • Between of 2 and 4 years’ experience in similar assignment.
  • Skills in the following areas:
  • Experience in  developing  web  applications  in  Java/J2ee.  Knowledge  of
  • Good experience in the use of the web service, JSON and javascript frameworks AngularJS, Backbone.js, bootstrap, Kendo UI, Ember.js, JQUERY, SAPUI5
  • Good experience in the development of Mobile (iOS, Android) solution
  • Competence in the use of tools using HTML5, JavaScript, CSS3 XML and JSON
  • Knowledge of survey software. o Knowledge in the use of GIT
    •  Ability to work under the double pressure of time and the demand for quality o Expertise in User Experience (UX) design is desirable
    •  Experience working with institutions in development or the big business industry.
    •  Knowledge of the techniques and technologies of communication.
  • Proficiency in English and/or French
  1. DURATION OF THE ASSIGNMENT

The contract is expected for 6 months.

  1. LOCATION

The work will be carried out at the Bank Headquarters in Abidjan, Cote D’Ivoire.

  1. SUPERVISION

The consultant will work under the supervision of the Chief of Business Solutions Development.

  1. REMUNERATION

The consultant will receive a monthly lump sum rate. No additional benefits or per diem will be paid. The individual consultant is responsible for his/her own health insurance and own accommodation costs.
