The Permanent Interstate Committee for Drought Control in the Sahel (CILSS) is seeking to recruit a Monitoring and Evaluation Expert for the PAGR/SANAD Regional Coordination Unit.

 The « Improving Governance of Resilience and Food and Nutrition Security and Sustainable Agriculture in West Africa Project (PAGR-SANAD) » is a project financed by the European Union for the benefit of the ECOWAS Commission, the UEMOA Commission and CILSS.

Designed to last for a total 54 months, the Project aims to improve the regional and national governance of agricultural and Food and Nutrition Security policies and programmes in West Africa and the Sahel in the context of resilience. Its specific objective is to develop the required capacities within regional and national institutions to strengthen the regional governance of food and nutrition security and agricultural policies in the context of Resilience in West Africa with a view to achieving the « Zero Hunger by 2025 » objective. The main expected outputs are a joint biennial report on SANAD-Resilience results and progress for the West Africa region, with a focus on gender equality; good management of agricultural investment and nutrition policies and programmes, food security information and early warning systems at the regional and national levels and resilience.

  

 Hierarchical subordination :

The Monitoring and Evaluation (M&E) Expert is directly under the authority of the PAGR-SANAD Regional Coordinator. He/she will be responsible for organising and coordinating the project monitoring and evaluation activities. He/she will work in close collaboration with the CILSS M&E Unit to ensure synergy and complementarity in monitoring activities with other European Union-funded projects.

 

Responsibility/tasks :

The Monitoring and Evaluation Expert will perform the following essential tasks :

  • Contribute to the smooth execution and monitoring-evaluation of the project activities ;
  • Assist the Project Regional Coordinator in monitoring the implementation and results of the Project ;
  • Produce periodically a project analysis for a possible revision of the project logical framework and indicators ;
  • Ensure that the necessary resources (equipment, data, information, mechanisms, etc.) are in place for the collection and monitoring of the Project indicators ;
  • Regularly provide the members of the project’s RCU, the stakeholder structures, the steering committee and the donors with accurate information on the level of the project implementation ;
  • Provide support to the other project implementation actors (ECOWAS, UEMOA, OPR) in the implementation of their M&E activities, including the development of specific tools for planning and data collection, the preparation of computer databases of monitoring and impact assessment tools ;
  • Regularly update the project technical, financial and management control scoreboards; support the Components in this area ;
  • Contribute to defining the methods for assessing the overall performance of the project and the individual performances of the various Project Components ;
  • Produce a socio-economic interpretation of the monitoring indicators in relation to the objectives of the project and evaluation of the project’s impact through the formulation and conduct of specific surveys related to the project’s impacts ;
  • Coordinate the various Components’ M&E activities, including activities entrusted to the other implementing actors and the integration of their results into the project overall evaluation report ;
  • Contribute to the preparation of the bi-annual progress report on food and nutrition security, sustainable agriculture and resilience in West Africa and the Sahel ;
  • Coordinate the drafting of periodic reports (quarterly, semi-annual and annual reports) on the project consolidated activities, in accordance with the contractual provisions applicable to European Union financing ;
  • Organise external monitoring-evaluation, audit, supervision, mid-term and completion review missions for the Components and for the entire project; organise the European Union’s supervision missions ;
  • Regularly provide members of the project unit, the involved structures, the steering committee and the donors with accurate information on the level of the project implementation ;
  • Assist the Regional Coordinator in monitoring the project implementation ;
  • Contribute to the communication around the results and impacts of the project; production of documents and summary tables ;
  • Work closely with the Technical Assistance to the Project.

 

General qualifications and competencies (minimum requirements) :

The applicant must :

  • Hold a postgraduate degree in socio-economics, agro-economics, development planning or rural development specialist (minimum BAC + 5 years) with qualifications and/or proven experience of at least 10 years in the specific area of ​​M&E and planning, within a development project, preferably at the regional level ;
  • Be computer literate (database, statistical software and monitoring-evaluation, word processing, etc.) ;
  • Have a good command of written and spoken French and be able to speak English.

 

 General professional experience (minimum requirements) :

  •  At least 10 years experience in monitoring and evaluation of development projects/programmes;

 

Specific professional experience (minimum requirements) :

  • Have worked for at least five years in sector programme management and monitoring and evaluation, including at least two years in the public sector ;
  • Have completed at least one assignment in the public sector in the definition or implementation of capacity building systems for management and monitoring and evaluation ;
  • Have M&E experience in a project financed by multilateral donors, an experience with the European Union would be appreciated ;
  • Have knowledge of M&E methods, tools and techniques and the results-based management (RBM) logical framework ;
  • Have a working knowledge of problems facing regional organisations ;
  • Have a sound knowledge of the agricultural sector and the areas of food and nutrition security of sub-Saharan African countries ;
  • Have synthesis, analysis and conceptualization capabilities and editorial facilities ;
  • Have a good knowledge of agricultural, resilience and food and nutrition security information systems ;
  • Have proven interest and experience in the use of NICTs and specific software for monitoring and evaluation, information and information systems, and facilities to manage databases and use GIS.
