The Permanent Inter-state Committee for Drought Control in the Sahel (CILSS) is seeking to recruit an Assistant Secretary for the PAGR/SANAD Regional Coordination Unit.
The « Improving Governance of Resilience and Food and Nutrition Security and Sustainable Agriculture in West Africa Project (PAGR-SANAD) » is a project financed by the European Union for the benefit of the ECOWAS Commission, the UEMOA Commission and CILSS.
Developed to last for a total 54 months, the Project aims to improve the regional and national governance of agricultural and Food and Nutrition Security policies and programmes in West Africa and the Sahel in the context of resilience. Its specific objective is to develop the required capacities within regional and national institutions to strengthen the regional governance of food and nutrition security and agricultural policies in the context of Resilience in West Africa with a view to achieving the « Zero Hunger by 2025 » objective. The main expected outputs are a joint biennial report on SANAD-Resilience results and progress for the West Africa region, with a focus on gender equality; good management of agricultural investment and nutrition policies and programmes, food security information and early warning systems at the regional and national levels and resilience.
Hierarchical subordination
The Assistant Secretary is under the authority of the PAGR-SANAD Regional Coordinator.
Responsibility/tasks :
Under the authority of the Regional Coordinator of the project, the Assistant Secretary will be responsible for :
- Manage the Coordinator’s agenda ;
- Organise the work of the line manager ;
- Welcome visitors ;
- Receive, record and transmit the mail (ordinary and confidential) ;
- Type documents (letters, fax, memos, activity reports, mission reports) ;
- Write and follow-up the mail ;
- Classify and archive all documents ;
- Manage office supplies ;
- Pack fast mailings (fax, DHL) ;
- Search for correspondences and other documents ;
- Prepare RCU meetings and write reports and minutes ;
- Prepare workshops, seminars and conferences of the project in tandem with the relevant experts (prepare and send invitation letters, take care of logistics etc.) ;
- Photocopy documents ;
- Perform any other tasks that may be assigned by the Coordinator.
General qualifications and competencies (minimum requirements) :
The applicant must :
Hold a University degree obtained after at least three years of university studies (BAC + 3), in Secretarial studies or related fields.
General professional experience (minimum requirements) :
Have confirmed secretarial experience of at least 5 years and preferably in an intergovernmental organisation.
Specific professional experience (minimum requirements) :
- Be familiar with word processing software and spreadsheets in a Windows environment ;
- Have a great ability for adaptation and teamwork ;
- Have a high level of concentration and organisation ;
- Have a good command of French. Knowledge of English is desirable ;
- Be available, courteous and discreet.

Contract length :
Initial term of two (2) years renewable based on performance, with a two (02)-month probation period.
