Consultancy services for the Technical Audit of the Upgrading of the

Walvis Bay – Kranzberg Railway

The Government of the Republic of Namibia has received financing from the African Development Bank towards the cost of the Transport Infrastructure Improvement Project, and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for the Technical Audit of the Upgrading of the Walvis Bay – Kranzberg Railway (210 km).

The scope of services under this contract will include but not limited to :

  • The review of the design to confirm that it is optimised for the purpose of the project ;
  • The identification of any deficiencies and potential shortcomings in the design that would lead to implementation challenges ;
  • The review of quality assurance and control regimes of the works through periodic visits of the construction sites ;
  • The assessment of compliance with the contract specifications ;
  • The overall monitoring of performance, the reporting and advice to all parties involved.

The Ministry of Works and Transport now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified and capable to perform the services: (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The key staff for the assignment shall include (i) Railway Engineer; (ii) Materials/ Geotechnical Engineer and (iii) Contracts Specialist..

Eligibility criteria, establishment of the short-list and the selection procedure (QCBS) shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” [May 2008 Edition revised in July 2012], which is available on the Bank’s website at http://www.afdb.org.
