REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES)

MINISTRY OF PUBLIC WORKS AND TRANSPORT (ROADS DEPARTMENT) MANZINI TO MBADLANE MR3 HIGHWAY PROJECT LOT 1 CONSULTANCY SERVICES FOR TRAINING NEEDS ASSESMENT

  1. The Government of the Kingdom of Eswatini has received financing from the African Development Bank (AfDB) towards the cost of the Manzini to Mbadlane (MR 3) Highway Project, and intends to apply part of the agreed amount for this grant to payments under the contract for a consultant to provide Training Needs Assessment (TNA) services to the Ministry of Public Works and Transport (MoPWT) Roads Department (RD) personnel ;
  2. The TNA services involve conducting formal training needs assessment (TNA) for making the learning events relevant to the actual needs of the RD officials, and use the findings of TNA for the preparation of a Strategic Training Plan. It also entails preparing strategic training plan containing subject areas of training; training modules, and target groups for each training ;
  3. This assignment will run for a period not exceeding eight (8) weeks after commencement of services ;
  4. The Roads Department an Executing Agency of the Ministry of Public Works and Transport now invites eligible Consultants to express their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may form joint-ventures to enhance their chances of qualification ;
  5. Eligibility criteria, establishment of the short-list and selection procedure shall be in accordance with the African Development Bank’s: “Rules and Procedures for the Use of Consultants May 2008 Edition-Revised

July 2012” which is available on the Bank’s website at http://www.afdb.org.
