  1. This Invitation for Bids follows the General Procurement Notice (GPN) for this program that appeared in UNDB online AfDB1342-12/18 on 06 December 2018 and in the African Development Bank Group’s Internet Website.
  2. The Government of Rwanda has received financing from the African Development Bank in the form of a loan towards the cost of Rwanda Sustainable Water Supply and Sanitation Program. The Water and Sanitation Corporation (“WASAC Ltd”), an Executing Agency, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this tender document is issued.
  3. WASAC Ltd now invites sealed bids from eligible bidders for the procurement of the Design, Rehabilitation, Upgrading and Extension of Water Supply Network in Rusizi City and their Peri-Urban Areas following International Competitive Bidding (ICB) procurement method.
  4. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the office hours from 07:00am to 05:00pm local time (5:00am-03:00pm GMT) from :

  1. A complete set of Bidding Documents in English may be obtained by interested bidders from the WASAC Ltd Head Office at Procurement Office, 4th Floor from 17/12/2018 during working days/hours upon payment of a non-refundable fee of Fifty Thousand Rwandan Francs only (RWF 50,000) or in any freely convertible currency deposited to the account N° 0040-0658579-18 of WASAC open at Bank of Kigali ;
  2. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Plant Design, Supply and Installation ;
  3. Site visits and pre-bidding meeting will be organized for the interested bidders in order to examine the site of works and its surroundings and obtain for themselves, all information that may be necessary for the preparation of bids. The pre-bidding meeting will be on 16/01/2019 at 9:00 am local time (7:00 GMT). The site visit will be on 17/01/2019; place and time of departure will be at Rusizi district headquarters at 9h00 local time (07h00 GMT) ;
  4. The costs of participation in the pre-bid meeting, site visits and obtaining the necessary information shall be borne by the bidders ;
  5. One (1) original and three (3) copies of bids sealed in a envelop clearly marked “Design, Rehabilitation, Upgrading and Extension of Water Supply Network in 6 Satellite Cities (HUYE, MUHANGA, MUSANZE, NYAGATARE, RUBAVU AND RUSIZI) and their Peri-Urban Areas (Design and Build) – LOT No 6” must be delivered to the above-mentioned address not later than 15/02/2019 at 10: 00a.m local time (8: 00a.m GMT) and must be accompanied by a Bid Security in a form of a reputable Bank Guarantee only of an amount of Thirty Thousand United States Dollars (30,000 USD) or its equivalent amount in a freely convertible currency.
  6. Bids will be opened in the presence of bidders’ representatives who choose to attend on the same day at 11:00a.m local time (9: 00a.m GMT) at WASAC Ltd premises.
