CARE seeks Education Managers for an anticipated USAID-funded education project in Somalia, Accelerated Quality Learning for Somali Children and Youth. USAID’s new education procurement of approximately $49 million is anticipated to be released in late 2018. This includes investment in non-formal education through accelerated education approaches, focusing on assessing and building basic skills for children and youth ages 8-15, and the development of national standards by levels as part of an overall accelerated education framework.

Two Education Managers will be based in Baidoa and one in Kismayo.

Expected outcomes of this project include :

• Relevant, flexible, safe and quality education opportunities for out-of-school children and youth in Somalia through Accelerated Education Programs (AEPs) ;
• Improvement of USAID-funded AEP student learning outcomes in reading, numeracy and socio-emotional learning ;
• Technical assistance to and build partnerships with federal, state, regional and local Ministry of Education, Culture and Higher Education (MoE) counterparts, particularly, towards institutionalization of legitimate and accredited accelerated education ;
• Strengthened capacity of the MoE through technical assistance and partnerships with federal, state, regional and local education stakeholders to deliver, monitor and regulate legitimate, accredited and flexible education opportunities to out-of-school children and youth ;
• Positive gender norms for girls and boys, including a highlighted attention on girls’ access and safety who are less likely to have access to safe, quality education in Somalia ;
• Promoting stability during a key transition period in Somalia through engagement of out-of-school children and youth in education opportunities that advance student learning.

Primary Responsibilities :

• Provide technical leadership and support around evidence-based education approaches (accelerated education, teacher training and coaching, child-friendly approaches, reading, numeracy, socio-emotional learning skills, and youth civic engagement) ;
• Provide technical assistance and strategic guidance in the planning and implementation of all project activities ;
• Support Monitoring & Evaluation Manager and provide technical inputs on the development and effective use of relevant monitoring systems/tools ;
• Monitor the quality of program implementation and collaborate with the program management team to take necessary adaptive actions to achieve program results. Promote collaboration, communication and co-operation with government ministries and other key stakeholders at the community level to ensure effective implementation ;
• Work with the other education technical staff to build knowledge through mentoring and technical supervision ;
• With other senior technical staff, ensure that the Ministry of Education is linked to and informed of the project’s education/youth interventions and that Ministry strategy is fully incorporated into programming ;
• Support the Curriculum Advisor to ensure coherence between the Accelerated Education program and education support/youth engagement activities for the same cohort of enrolled children. Facilitate alignment between the Accelerated Education curriculum that is adopted and the national curriculum framework. Ensure that implementing partners and the relevant ministries understand how the Accelerated Education curriculum complements other key education and youth civic engagement activities ;
• Provide technical inputs on supplementary reading materials development and their alignment with Accelerated Education curriculum ;
• Provide technical inputs on Accelerated Education professional development modules and training/support process ;
• Assist with, prepare, and/or submit reports, work plans, and various project documents and other deliverables in conjunction with the project’s Monitoring & Evaluation Manager.

Minimum Qualifications :

• Bachelor’s degree from an accredited college or university in a field related to curriculum development, teacher training, or primary education ;
• At least six years of experience in designing and delivering education programs in Somalia ;
• Experience supervising education program development and implementation including curriculum and materials development and teacher training ;
• Expertise in interdisciplinary learning approach for curriculum development and good knowledge of life skills and employability skills ;
• Previous experience working on donor-funded programs ;
• Experience working in institutions with a focus on serving the needs of youth ;

• Evidence of productive and positive working relationships with colleagues and peers ;
• Demonstrated skills in program design, implementation, and monitoring education programs ;
• Fluent Somali and professional proficiency in English.
