- This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online of 25th April 2018 and on the African Development Bank Group’s Internet Website (www.afdb.org).
- The Government of the Democratic Republic of Sao Tome and Principe has received Financing from the African Development Bank (ADF) in various currencies towards the cost of Payments System Infrastructure and Financial Inclusion Project (PISPIF). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Set-up an Automated Payment System Solution.
- The Payments System Infrastructure and Financial Inclusion Project (PISPIF) now invites sealed Bids from eligible Bidders for the Supply and installation of the infrastructure for the primary Datacenter and Supply of the Information Technology, Communication and Payment Solution Components (hereinafter called “the Goods”). International Competitive Bidding will be conducted in accordance with the Bank’s Procurement Policy for Bank Group Funded Operations dated October 2015.
- Interested eligible bidders may obtain further information from and inspect the bidding documents at the Central Bank of Sao Tome and Principe, Street Address: Praça da Independência, City: City of Sao Tome, Country: Sao Tome and Principe et Electronic mail address: stp@gmail.com.
- A complete set of Bidding Documents in English may be purchased by interested bidders upon the submission of a written application to the above and Executing Agency (PISPIF) and upon payment of a non-refundable fee of EUR 250 (EUROS).
- The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Plant Design, Supply, and Installation.
- Bids must be delivered to the above office on or before 30 hours on 10th November, 2018 and must be accompanied by a security of EUR 87,000 (Eighty-seven thousand Euros). Late bids will be rejected. Bid Securities that do not accompany the Bids will be
- declared non-responsive, irrespective of any evidence or notification prior to or after Bid
- Opening that the Security has been issued or is in the process of being issued by the
- Bank at the time of Bid opening. For that matter photocopies, FAX copies and copies
- other than the original of Bid Securities accompanying Bids will not be considered valid,
- and will be rejected.
8. Bids shall remain valid for One hundred and twenty-six (126) days after the deadline for bid submission prescribed above.
- Bids will be opened in the presence of bidders’ representatives who choose to attend at 40 hours on 10th November, 2018, at the offices address below.
