REQUEST FOR EXPRESSIONS OF INTEREST

Climate Change and Green Growth Department (PECG)

1. The African Development Bank (AfDB) hereby invites Individual Consultants to indicate their interest in the following position: Senior Renewable Energy Specialist.

2. Under the leadership and guidance of the relevant energy manager, the Climate Finance and Environment (PECG.1) manager and the Climate Investment Funds (CIF) coordinator, the Consultant’s core duties will include the following activities:

• With a focus on West Africa, monitor and help advance the implementation of AfDB’s CIF pipeline and portfolio either individually or in cooperation with other task managers;

• Adhering to high technical standards, undertake due diligence, client engagement, corporate and project/program procurement activities, financial management and supervision activities;

• Support the drafting of project identification and appraisal documents related to CIF funded renewable energy projects;

• As requested by its supervisors, support the coordination with ongoing programs in the field of renewable energy activities so as to avoid overlap while identifying any complementary activities, especially those where the support from the CIF could accelerate the development of renewable energy and energy efficiency in our RMCs;

• Provide research, analysis and drafting support to the development of any relevant technical working documents;

• Keep an up to date database of the implementation status of the CIF renewable energy pipeline and portfolio, including a good understanding of the existing issues and proposed way forward with a view to ensure smooth project approval, implementation and supervision;

• Participate as required in field missions across the African continent;

• Provide inputs on the monitoring, evaluation and reporting of the Bank’s CIF energy portfolio to ensure the CIF Coordination Unit meets its reporting obligations towards the CIF stakeholders; and

• Any ad hoc tasks assigned from time to time by the West Africa Energy Manager, the Manager PECG1 and the CIF Coordinator.

3. The Climate Finance and Environment Division (PECG.1) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).

4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the Administrative or Capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.

5. The position will be based in Abidjan, Côte d’Ivoire. The duration of services is 12 months renewable based on performance. The expected starting date is November 2018. 7. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
