REQUEST FOR EXPRESSIONS OF INTEREST A CONSULTING FIRM FOR THE BASELINE STUDY FOR THE AFFM

- The African Development Bank, for the Africa Fertilizer Financing Mechanism (AFFM) hereby invites Consulting Firms to indicate their interest in the assignment to conduct a baseline study for the AFFM.
- The services to be provided under the assignment include: to provide an analysis describing the situation prior to AFFM interventions against which progress will be assessed. This will enable AfDB and AFFM evaluate the extent to which its objectives have been achieved. A number of outcome indicators have been set. Some of these are quantitative while others are related to the qualitative objectives of AFFM with respect to fertilizer use and value chain development. The baseline study therefore will provide baseline data against which performance can be evaluated, especially in respect to the set indicators while identifying the role of other players in the sector. The specific objective of the study is to collect information across the fertilizer value chain and provide an M&E tool for measuring AFFM impact in its focus countries.
- The AFFM invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.).
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedures for Recruitment of Corporate Consultants. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
- The estimated duration of services is 60 working days and the estimated starting date is the first week of October 2018.

About the Consultancy
The Abuja Declaration committed African Union Member States to work together in achieving a very ambitious goal: boosting fertilizer use to achieve 50 kg/ha nutrients. This commitment is soundly based on the undeniable fact that Africa’s poor agricultural output – which threatens not only the continent’s economic growth but also its food security and environmental health
– cannot be reversed unless efficient and sustainable fertilizer use can be significantly elevated.
Since the summit, several initiatives developed to boost fertilizer usage in Africa have led to positive results. Hence, average fertilizer usage levels in sub-Saharan Africa varies from country to country. AFFM which starts its operations in 2018 intends to begin implementing its activities in nine countries namely Nigeria, Tanzania, Cote d’Ivoire, Chad, Ghana, Kenya, Ethiopia, Mozambique, Cameroon and Zambia; around key commodities such as cassava, cocoa, coffee, cotton, cowpea, horticulture, maize, millet, palm oil, sorghum, soybean, rice, and wheat. To facilitate tracking AFFM’s performances, a baseline study is necessary to provide an analysis describing the situation prior to AFFM implementation. Moreover, the baseline will provide a Monitoring and Evaluation (M&E) tool that enables tracking AFFM performances against countries status.
It is in this context that the AfDB is seeking to engage the services of qualified consulting firm to conduct a baseline study for the AFFM.
Terms of Reference
- Design a comprehensive baseline study for AFFM and methodologies, giving special emphasis to the participation of the target country’s partners;
- Develop data collection techniques, formats and guidelines with AFFM target member countries;
- Conduct the comprehensive baseline study utilizing the tools and methods developed;
- Compile, analyze and validate the data collected for the baseline study and produce an analytical report;
- Provide overall recommendations to the AfDB on an M&E implementation strategy;
- Present to the AfDB, the preliminary results of the study;
- Produce a final detailed and comprehensive report, with possible recommendations in English.
Expected deliverables
- Inception report detailing the methodology, sampling and the process for the study. This report is due 10 days after signing the contract;
- Preliminary report, on or before November 30th; 2018
- Final report of the baseline study: on or before 15th December 2018
All the reports must be written in English.
Required expertise
In order to carry out the above tasks, the consulting firm must possess wide experience in Agriculture, most preferably with a broad knowledge of fertilizer value chain; have a demonstrable experience in doing baseline studies, knowledge in business development. The firm must have the ability to produce well researched documents with a team able to write and communicate in the Bank’s two official languages of English and French.
