The AFROSAI-E has received financing from the African Development Bank towards the cost of the African Financial Integrity and Accountability Support Project (AFIAP) and intends to apply part of the agreed amount for this grant to payments under the contract for an individual Consultant to design and develop generic training course and material for the SAI (Supreme Audit institutions) auditors in line with the AFROSAI-E principles of Training-of-Trainers and published guidelines on audit of disaster situations.
Sub-Saharan Africa is prone to frequent disasters, from 1990 to 2014 it experienced 1 603 reported disasters, about 18% of the global total. The disasters were categorized as followings; floods 37%, storm 9%, epidemic 39%, drought 8%, and other 7%. (Sources: Incidence of Natural Disasters database, EM– DAT; and IMF staff calculations).
Disasters, both natural and man-made, often occur with little warning and can have significant human, economic and social impact. Governments receive and provide significant aid during disasters, and they must account for this. Supreme Audit Institutions (SAIs) play a central role in holding governments to account by auditing disaster aid, thus helping to improve the effectiveness, economy and efficiency of aid. Supreme Audit Institutions, need to seriously address the issue of preparedness and response to disasters.
- Objectives
The main objective of the consultant is to design and develop a generic training course and material for the SAI (Supreme Audit Institutions) auditors (Performance, Financial, and Compliance auditors) in line with the AFROSAI-E principles of Training-of-Trainers and published guidelines on audit of disaster situations. The tasks are broken down as follows:
- Design a 5-day course on auditing disaster situations in line with INTOSAI auditing standards.
- Development of the relevant workshop material to meet the approved course design.
- Scope of Work
The Scope of the work should cover the content for the three phases of disaster contained in the AFRE guidelines on the audit of disaster situations:
- Before the disaster
These activities include assessing the risk of disasters, installation of early warning systems, developing and testing response plans, educating the population at risk and taking necessary actions to reduce the vulnerability of infrastructure to disaster impacts.
- During the disaster
The activities which take place once disaster strikes can be emergency or non-emergency in nature and can be carried out at individual, local, national, and international level. Therefore, this phase includes having preventative and deterrence roles to those who may want to commit fraud and abuse during an emergency.
- After the Disaster situation
After the emergency disaster phase, post-disaster rehabilitation and reconstruction activities commence. These are designed to rebuild and restore while exploring opportunities to reduce future disaster risks and restore services and the functioning of the economy, affected institutions and societies.

The content of the workshop material should cover all the generic phases of an audit:
- Planning: Strong emphasis on risk assessment.
- Execution: Strong emphasis on the nature of audit procedures, timing of audit procedures, extent of audit procedures.
- Reporting: Strong emphasis on report writing.
The AFROSAI-E now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff – curriculum vitae, etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “The procurement policy for the bank group funded operations” dated October 2015 which is available on the Bank’s website at http://www.afdb.org.
