REQUEST FOR EXPRESSIONS OF INTEREST

1. The African Development Bank, acting on behalf of the African Development Fund as the trustee of the Private Sector Credit Enhancement Facility (PSF) hereby invites Individual Consultants to indicate their interest for a part time consultancy contract to act as an independent member of the PSF’s Investment, Risk and Claims Committee (IRCC).
2. The services to be provided under the Assignment as a member of the IRCC include: (a) technical oversight for the Facility’s compliance and risk management function; (b) guidance to and clearance of the PSF’s business and corporate evolution, operational, investment and risk policies, strategies and guidelines; (c) reviewing and clearing recommended risk participations and portfolio construction updates; reviewing and clearing the Facility’s financial projections, budget and financial reports.
3. The Resources Mobilization and Partnerships Department invites Individual Consultants to indicate their interest in providing the above-described services.
4. The eligibility criteria, the establishment of a shortlist and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedures for Consultants Recruitment.

Please note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. The selected consultant will be subject to the approval of the Board of the African Development Fund.

7. Preparation for and meetings of the Committee may be conducted remotely, but an in-person meeting of the Committee will be held at least once a year in Abidjan. The estimated level of effort is 28 days of service over a 12-month period renewable twice subject to satisfactory performance. The estimated starting date is 15 February 2024.
8. Interested Individual Consultants must express their interest (through an Expression of Interest EOI) and submit their application at the addresses hereafter no later than 15 December 2023, 18:00 hours Abidjan local time to the following email address: ambert@afdb.org copying a.kokola@afdb.org. The application shall provide information on qualifications and experience demonstrating the ability to undertake this assignment (references to similar services, experience in similar assignments, etc.).
9. Evaluation criteria: The submitted EOIs shall be evaluated based on the following criteria-specifically in relation to section 3 of the attached Terms of Reference:
