- Recognizing that climate change poses the single greatest threat to development in Africa and affects Africa’s low-income countries disproportionately, the ADF Deputies agreed to establish the first ever dedicated Climate Action Window (CAW) to support Paris-Aligned climate investments in Africa’s Low-Income Countries.
- The Bank hereby invites Individual Consultants to indicate their interest in the following position: Independent Technical Experts to Evaluate and Score Projects responding to Call for Proposals under the Climate Action Window (CAW).
The primary responsibility of the consultants will be to evaluate and score potential CAW projects using pre-defined evaluation templates. Specific duties will be to:
- Work with the CAW Secretariat to review and analyse potential CAW projects in terms of their climate action impacts.
- Evaluate projects based on pre-defined evaluation templates and methodologies.
- Conduct thorough analysis of project documentation and financial information.
- Provide recommendations and feedback to the CAW Secretariat regarding the strengths and weaknesses of the evaluated projects.
- Assist with the preparation of reports and other project-related documents.
- Collaborate with other consultants and stakeholders to ensure a comprehensive and accurate evaluation of projects.
- Participate in meetings and consultations with project proponents and other stakeholders.
Desired expertise should span one or more of the CAW target sectors and cross-cutting priority areas.
Individuals must have a deep understanding of complex project development, including technical expertise spanning the six CAW thematic focus sectors: agriculture and food security; water security and sanitation; climate information; green transport and infrastructure; green energy; and green finance. They must have experience in identifying and addressing technical challenges that arise during project development and tested approaches for resolving them.
The independent experts must have a multidisciplinary skillset that encompasses Paris alignment; gender, youth and social inclusion; biodiversity and nature-based solutions, climate change adaptation and mitigation, infrastructure development, evaluation, and international climate finance mechanisms.
- The Bank invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the Administrative or Capital expenditure. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
- The Bank will recruit up to six (6) consultants who will serve on an Independent Panel to evaluate CAW proposals for Funding. The successful candidates will work as individual short-term consultants through framework contracts covering a period of 6 months, and pay on actual days worked, under the supervision of the Climate Action Window (CAW) Secretariat. The expected starting date is December 2023. - Expressions of interest must be received by email at the address below no later than Tuesday November 14, 2023, at 5:00 p.m. Abidjan local time and specifically mention: “Independent Technical Experts to Evaluate Projects responding to Call for Proposals under the Climate Action Window.”

ESTABLISHMENT OF THE SHORT LIST
- A shortlist of individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
