Title of the assignment: Updating the guidelines for gender mainstreaming in the governance sector.
Brief description of the Assignment:
The consultancy is designed to update the guidelines for gender mainstreaming in the economic and Governance sector (Policy based lending, budget and institutional support operations), developed in 2017. The Consultant will also train Staff of the Governance and Public management office (ECGF) department on the use of guidelines for mainstreaming gender in the Sector. The training would cover gender mainstreaming in the CSP and sectoral policy dialogue on gender and Governance.
The consultant will update examples of outcomes and outputs, outcomes indicators and outputs indicators that can be used by task managers while elaborating the project concept note or the project appraisal report.

Terms of Reference for the Consultancy:
- BACGROUND AND JUSTIFICATION
Gender equality promotion is part of the crosscutting themes in the Bank’s extended Ten-Year and the Hi5. The Gender Strategy (2021-2025) is being implemented within the framework of the wider Bank ecosystem across all the other bank’s strategies in all sectors. The strategy has three pillars: i) Empowering women through access to finance and markets, ii) Accelerating job creation for women through skills enhancement, iii) Increasing women’s access to social services through infrastructure. Governance is one the three main cross cutting themes like climate change and fragility and must be integrated in the delivery of programs across the 3 pillars of the strategy.
For implementing the Action Plan of the Gender Strategy 2021-2025, all the bank’s sectors must facilitate the work by mainstreaming gender in their all operations. The Gender, Women and Civil society department support other sectors by providing gender expertise and also building their capacity in gender mainstreaming and developing the guidelines for gender mainstreaming in concerned sectors.
In 2017, the Department of Gender, Women and Civil society developed guidelines to facilitate gender mainstreaming in Governance sector. These guidelines were aligned with the Bank’s gender Strategy 2014-2028 and the Bank’s Governance Strategic Framework and Action plan
(GAP-II)2014-2018.With the adoption of the new strategy for Economic governance in Africa (SEGA) 2021-2025), the guidelines need to be updated to reflect changes in terms of guidance for gender mainstreaming.
- PURPOSE OF THE ASSIGNEMENT
The consultancy is designed to update the guidelines for gender mainstreaming in the Governance sector (Policy based lending, budget and institutional support operations, etc.), and train staff on the use of them. These guidelines should be aligned with the Bank’s Gender marker system provide or update examples of outcomes and indicators to each and each category of the Gender marker system.
- SCOPE OF THE WORK
The consultant is required to update the guidelines of gender mainstreaming in Governance sector developed in 2017. The consultant will update examples of outcomes and outputs, outcomes indicators and outputs indicators that can be used by task managers while elaborating the project concept note or the project appraisal report. The Consultant will train Staff of the Governance department on the use of guidelines for mainstreaming gender in the Governance Sector
- DELIVERABLES
The Consultant is expected to deliver the following results:
- Updated guidelines for gender mainstreaming in the Governance Sector;
- Updated catalogue of outcomes and outputs on gender in the Governance sector’s operations.
- Updated catalogue of outcomes indicators and outputs indicators in the Governance’s operations.
- Training session of staff on the guidelines for gender mainstreaming.
- METHOODOLOGY
The consultant will utilize a desk review to inform the analysis. This includes a review of existing Guidelines, the strategy for Economic governance in Africa (SEGA) 2021-2025) and Governance Strategic Framework and Action plan (GAP-II)2014-2018), the Gender Strategy 2021-2025 and other documents useful to the assignment. The consultant would also review some examples of projects appraisal reports and projects concept notes and any other documents from other MDBs, and other institutions working on gender and the Governance sector. It is a home-based assignment with all the needed consultations online.
- TIMING OF THE WORK
The assignment for updating the guidelines for gender mainstreaming in the Governance Sector including the catalogue for outcomes, outputs indicators will be realized in ten days (10), expanded to 4months, to allow the training deliver.
- REPORTING
The Consultant will work closely with the Gender Specialist from the Gender and Women Empowerment division and the Gender Focal Point from the Governance Department.
- QUALIFICATION AND EXPERTISE OF THE CONSULTANT
The Consultant should have at least a master’s degree in Gender in Gender and Economic Analysis, Master’s in Economic Policy Management or any other related field.
- The Consultant should have extensive operational experience (at least 10 years) in the field of gender, public management and Governance sector.
- The Consultant should be knowledgeable of practical challenges and opportunities for mainstreaming gender in budget and institutional support operations.
- The consultant should also be experienced in developing and delivering training programs in an international setting, including workshop design, preparation of training curriculum and materials, and application of interactive training methods.
- The ideal candidate will have strong organizational ability, excellent presentation skills, a strong command of English language, and ability to relate well to staff from a diverse range of nationalities and cultures.
- Consultants engaged by AfDB must come from AfDB member countries. Substantial consultancy experience with a record of delivering high-quality documents and reports within strict timeframes will be required. Experience of working in African countries is very desirable.
