RECRUITMENT OF AN INDIVIDUAL CONSULTANT IN CHARGE OF THE DESIGN, DEVELOPMENT, AND DEPLOYMENT OF A BILINGUAL INTEGRATED INSTITUTIONAL WEB PORTAL OF THE NIGER BASIN AUTHORITY (NBA)

- The Niger Basin Authority (NBA) has obtained from the African Development Bank (AfDB) through the Green Climate Fund (GCF) a grant to cover the cost of the Integrated Programme for Development and Adaptation to Climate Change in the Niger Basin (PIDACC/BN) Regional Component and intends to use part of the sums granted under this Grant to finance the Recruitment of an Individual Consultant in charge of the design, development, and deployment of an integrated, bilingual institutional web portal of the Niger Basin Authority (NBA), as part of the implementation of the PIDACC/BN PROGRAM (REGIONAL COMPONENT).
- The Niger Basin Authority (NBA) website was neither easily accessible by external users nor user-friendly. To this end, the PIDACC/BN assessment mission, Regional Component, has provided financial resources for the revitalization of the NBA website so that it is accessible at all times and attractive.
- The overall objective of the consultant’s mission is the design, development, and deployment of an integrated bilingual Institutional Web portal resulting from the merger of two (02) existing sites of the Niger Basin Authority (NBA) as well as the training of the two administrators.
- The services provided under this service are:
- Analyze and evaluate the two (02) existing institutional websites of NBA to be integrated: abn.ne (CMS, photos, videos …), nigerhycos.abn.ne (CMS access/dynamics to data, cartographic consultations …) ;
- Develop specifications for the new dynamic web portal (model, ²²-general design, and technical architecture; graphic and editorial charters);
- Develop the new dynamic bilingual web portal (French-English) in accordance with NBA’s graphic charter;
- Organize an internal validation workshop;
- Install and train two NBA IT specialists for the administration, maintenance, and operation of the portal;
- Provide the technical documentation necessary for the maintenance and operation of the site (Concept document, installation, configuration guide, programming manual … etc.).
- The Consultant will work under the direct supervision of a Monitoring Committee (SC) appointed for this purpose by the NBA Executive Secretary. The consultant will propose the duration (which should not exceed three (03) calendar months for the execution of the study itself until the delivery and installation of the final version of the web portal) and the timetable for the realization of the mission.
- The qualification criteria for the assignment are below:
- Hold a higher education diploma: minimum Bac + 5 / MASTER 2, Expert in Software Engineering, Computer Science, or equivalent;
- Have and justify a professional experience of at least Five (05) years in website design;
- Have created at least five (05) different dynamic websites for large institutions (international, public, or private), provide the required certificates;
- Have/justify a proven experience in the conduct of web projects by at least 5 attestations of services made;
- Have a good command of web development tools (Content Management System (CMS), HTML, XML, PHP, Java, Javascript, MySQL, Oracle, Postgre SQL, etc.).;
- Have skills in GIS, and in Web design and web development.
- Fluency in French and English, with good writing skills in both languages.
- The NBA Executive Secretary through the Regional Coordination Unit (RCU) of the Programme invites individual Consultants to apply to provide the services described above.
- Applications must include:
- A letter of expression of interest;
- An updated (updated) Curriculum Vitae, detailed the candidate, stating the training, professional experience, and skills in relation to similar missions (this CV must include the start and end date of each professional experience) as well as the certificates or certificates of service made. It will integrate the telephone contact numbers and/or email addresses of employers;
- Copies of diplomas and relevant continuing education certificates;
- Copies of certificates and attestations of work issued by former employers;
- Copies of reference contacts.
- The Individual Consultant will be recruited according to the Individual Consultant Selection (ICS) method. The requirements for competence and qualifications are contained in the Terms of Reference (ToR).
- The selection process will be carried out as follows:
- Evaluation of CVs and establishment of a shortlist of at least three qualified candidates for the mission. The candidate best qualified and best suited to fully carry out the mission will be selected for the negotiation of the contract.,
- The evaluation of the CVs of shortlisted candidates will be carried out on the basis of the following criteria:
- General qualifications of the consultant (diplomas, training): 20 points;
- Have a university education of at least BAC + 5 / Master 2 in Software Engineering, Computer Science or equivalent, Provide copies of diplomas.
- BAC level + 5 at least (10 points); – Level below BAC + 5 (0 points);
- Diploma in the fields of expertise mentioned or related disciplines (10 points); – Degree is not in the cited areas of expertise or related disciplines (0 points).
- General and specific experience relevant to the mission: (80 points)
2.1. General experience: 10 points
- Justify at least five (05) years of general professional experience by contracts, certificates of work, etc. including mission start and end dates. Employers’ contacts.
- Number of years less than 5 years (0 points);
- Number of years equal to or greater than 5 years (10 points)
2.2. Specific experiences in line with the mission: 70 points
To carry out this mission, the consultant must:
- Have specific professional experience of at least Five (05) years in website design (10 points);
- Have created at least Five (05) different dynamic websites for large institutions (international,
public or private) (50 bullets);
The CV must be accompanied by all supporting documents (certificates of completion, certificates of services made with the cover pages and signatures of service contracts, the duration and places of similar missions carried out, and the names and addresses of employers.
- Have created at least two (02) different dynamic websites for large institutions (international,
public, or private) of Basin (10 bullets)
The minimum score required to be eligible is 70 points out of 100,
The candidate with the highest total score and the minimum score above will be invited to negotiate a contract.
