Under the guidance and direct supervision of the Resident Representative, the Resource Mobilization(RM) Specialist supports the Management and spearheads the overall effort to build partnerships and mobilize an appropriate and sustainable funding base in a large CO.  The Resource Mobilization Specialist develops the country office partnerships building and resource mobilization strategy, tools and procedures and coordinates their implementation, leads donor intelligence, supports strengthening of UNDP position within the UN family and developing strategic partnerships with government, donors, private sector and CSO.

The Resource Mobilization Specialist works in close collaboration  with other Management Support staff, Programme, Operations and other Teams. The Resource Mobilization Specialist maintains a network with colleagues from UNDP, UN Agencies, IFIs, Government officials, multi-lateral and bi-lateral donors, private sector and civil society.

Duties and Responsibilities

Formulates and implements CO strategies related to RM and partnerships building, focusing on achievement of the following results
  • External and internal analysis for assessing CO opportunities for resource mobilization.
  • Scanning of the opportunities in the country and the region based on partner-specific intelligence and the competitive landscape; identification where the CO competency strengths overlap with partner/client needs and interests.
  • Support the Country Office resource mobilization efforts by contributing to the development of the resource-mobilization strategy, aligned with UNSDCF and UNDP strategic priorities;
  • Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support policies.
  • Development of a detailed Partnership and Resource Mobilization (PRM) Strategy for the country office with planning tools to implement the strategy.
  • Negotiation, drafting and revision of agreements with donors in consultation with legal office. Monitoring of overall implementation and adherence to agreements.
  • Assessment of the level of CO engagement with each donor: type and level of contact and particular areas of interest; development of strategy to position the CO to become a priority partner for the donor.
  • Identification of emerging sources of funding; assessment of their current usage and potential for the future.
  • Development and implementation of a donor intelligence strategy (partners, needs and priorities, perception of UNDP by its current and potential future partners, and projection of UNDP’ added value and potential role).
  • Development of specific donor fund-raising strategies and approaches including leading in the support/concept of round table and other advocacy fund raising events
  • Development and conduct of a Competitive Landscape Analysis of partners, their priorities and characterization of their relationships/partnerships.
  • Development of a Client Relationship Management mechanism to support country office promotion of a partnership culture in the office at all levels.
  • Negotiation of mutually beneficial agreements, including MOUs/LOA, compliance with partner requirements, including donor reporting requirements.
  • Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with country-based counterparts;

Strongly position UNDP/Niger in the UN family focusing on achievement of the following results

  • Identification of opportunities for UNDP in its relationship with other UN Agencies
  • Implementation of CO strategy for partnering with UN Agencies around United Nations Sustainable Cooperation Development Framework (UNSCDF), SDG and other joint programming for implementation of UN Reform.
  • Contribution to the definition, development and implementation of an innovative communication strategy to ensure the visibility of UNDP and its mandate, including donors, partners, the media and other agencies of the United Nations system.

Support development and strengthening UNDP’s strategic partnerships in Niger focusing on achievement of the following results

  • Coordinate relationships with key partners; provide technical inputs to senior management at the country level for developing new and innovative partnerships, including with the government, regional and international partners.
  • Support the setting and monitoring of annual priorities, goals and key performance indicators (KPIs) for national partnerships.
  • Support the Country Office in building and maintaining partnerships and positioning with potential donors.
  • Provide technical support to the Country Office on designing and implementing effective advocacy strategies, documents, tools, infographs and key messages to proactively and strategically target partners and donors.

Facilitates knowledge building and knowledge sharing as required by the organization, focusing on the following results

  • Identification and formulation of lessons learned and recommendations to be integrated into broader CO knowledge management efforts.
  • Contributions to knowledge networks and communities of practice.
  • Organization and conduct of trainings on RM and partnerships building in the Country Office.

The incumbent will perform all other relevant tasks of his functional profile and deemed necessary for the proper functioning of the Office and the Organization.

Required Skills and Experience

Education:
  • Master’s degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field. OR
  • Bachelor’s degree in combination with an additional two years of qualifying experience will be given due consideration in lieu of the Master’s degree.
Experience:
  • Minimum of 5 years (with master degree)  or 7 years (with Bachelor degree)  of progressively responsible experience in design, management and implementation of programmes, and/or coordination of multi-stakeholder/inter-agency/inter-group programme processes;
  • Professional experience in visioning and strategic partnerships and resource mobilization efforts will be an advantage;
  • Experience in developing strategic plans and RM strategies,  experience in developing roadmaps for UNDP/UN is an asset
  • Extensive experience in research and policy-level analysis. Some experience in design, monitoring and evaluation of development projects is highly desirable.
  • Prior work experience of working in international development in a complex setting and with multiple stakeholders (civil society organizations, international institutions and donors), and experience in Africa region is desirable
  • Experience within UN or other international organizations and knowledge about the UN systems would be an advantage.
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programs for data analysis is an asset.

Language:

  • Fluency in oral and written French is required.
  • Knowledge of English will be an asset.
