ROLE PURPOSE :

The purpose of this role is to establish and implement a comprehensive staff and partners capacity building programme that will support the delivery of the Country and Partnerships Strategic plans. The position holder will provide technical support and advise on the development of capacity building strategies for the partners under CPC project (Child Protection Compact-Partnership Project) funded by USAID and will contribute to the wider Save the Children Ivory Coast learning and development strategy. The Partnerships and Capacity building Manager takes responsibility for planning, coordinating, facilitating, monitoring and documenting all CPC internal and external partnership related capacity building and processes. The candidate shall provide technical support in Capacity building and Development and will be responsible for designing the CPC capacity building strategy based upon clear guidelines and will work for the CPC project and national level to empower and develop others as well as the implementing partners.

KEY AREAS OF ACCOUNTABILITY

Maintaining Partner Relationships

  • Maintain relations with a range of partners under CPC project and work with the key actors to identify technical and organizational development needs
  • In coordination with the key internal actors, technical and MEAL teams, regularly meet with partners to get feedback on capacity and organizational development and based on this, design, revise and implement a capacity building and organizational development strategy tailored to different partners
  • Maintain database of all capacity building opportunities and deliverables and actively update with new information as necessary
  • Support and facilitate communication and coordination among partners and all stakeholders.
  • Support monitoring, evaluation, accountability and learning structures together with partners
  • Ensure the follow up of Partner Feedback Survey, including compiling findings and following up internally and with partners
  • Work with Operations Unit and Programme Development Quality Unit to ensure documentation and sharing of case studies and best practices within partnership management
  • Technical focal point for the CPC project on partnership management
  • Support the CPC project to design and implement good processes/criteria for scoping, selection and assessment of potential partners in coordination with Awards and the PDQ Unit
  • Assist the project in involving partners in program design, through partnership workshops, etc
  • Support programs in ensuring quality partnership management and knowledge sharing, including good MEAL systems and regular sector-based partner meetings

Capacity building Duties and Tasks:

  • Lead on the development of a learning strategy based on identified capacity building needs
  • Work closely with line manager (Deputy Project Director) in identifying staff needs and development plan and assist him/her to identify gaps and coordinate trainings if needed
  • Ensures that all staff under CPC project are aware of the partnership policies, procedures relating to their employment and that they have understood and complied Save the Children Partnership Strategy during programming and implementation of the project.
  • Liaise with the PDQ Unit and the Deputy Project Director to ensure capacity building plans link with strategies at all levels
  • Oversee the implementation of the learning strategy; responsible for ensuring the quality and consistency of learning and development delivered internally and externally.
  • Provide expert advice on capacity building initiatives. For example, advise on the development of capacity building strategies for partners.
  • Develops the unit goals and strategies and ensures that it is aligned with the approved project
  • Evaluates the individual and team’s performance and provides feedback to ensure that the unit goals are being achieved
  • Devise effective and efficient task structure for the team and continuously monitor their workload to ensure that outputs are delivered on time and the quality of work is not compromised
  • Conducts coaching and mentoring sessions if needed
  • Support capacity building initiatives within the wider CPC project family and champion capacity building at all times.
  • Contributes to organizational learning and enhanced capacity in planned intervention and activities by providing feedback to the team on things and areas that are to be improved

NB: The tasks and responsibilities listed above are not exhaustive and the incumbent may be required to perform other related tasks according to the requirements of the service.

QUALIFICATIONS

  • Minimum of a Degree in Social Sciences, Development Studies, Organizational Studies, or other relevant field;
  • Demonstrate robust understanding of organizational dynamics and change processes; with extensive knowledge of and experience in capacity building and organizational development approaches, theories, practical application, planning and monitoring and evaluation

EXPERIENCE AND SKILLS

  • Minimum of 5 years’ experience in programme development with NGOs
  • Experience of working with local partners and Government etc.
  • Experience working on USAID-funded projects will be an asset
  • Strong analytical skills and strategic planning abilities.
  • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
  • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
  • Computer literacy and excellent documentation skills are a must.
  • Have the ability to transfer skills and knowledge to project and other stakeholders.
  • Ability to intervene with crisis management or troubleshooting as necessary.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Excellent time management and planning capacity.
  • Proven oral and written presentation skills and ability to communicate to a number of internal and external stakeholders.
  • Ability to identify potential problems before they occur. Proactive in preparation and uses initiative in response.
  • Demonstrated capacity for self-organization.  Excellent planning and organisation skills
  • Ability to work under pressure and be solution-oriented
  • Computer skills, including internet, office applications, including Word and Excel.
  • Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization
  • Fluent in French
  • Good knowledge of English will be appreciated.

Contract length:12 Months renewable (subject to performance and funding)

Position level and remuneration:

This position is opened both nationally and internationally.

The gross monthly salary for this position is between XOF 791.103  and 1.186.655.

The setting of the remuneration will be based on the level of responsibility of the position, the candidate’s experience and internal equity.
