II. Background and Organizational Context

This position is located in the Regional Office for West and Central Africa (ROSEN), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Brazzaville, Congo. The National Programme Officer will report to the Global Programme on Crimes that affect the Environment (GPCAE) Regional Programme Coordinator for West and Central Africa and GPCAE Africa Coordinator.

III. Position Purpose

Responsibilities: Within assigned authority, the incumbent will be responsible for the following duties:

  • Provide day-to-day technical and logistical support for the implementation of relevant activities foreseen under the project on management of peaceful demonstrations in accordance with international human rights standards as well as those related to other UNODC initiatives in the country.
  • Maintain regular contact with national partners to support programme implementation, expansion and fundraising.
  • Ensure consideration of UN Human Rights Due Diligence in UNODC capacity building initiatives.
  • Attend relevant meetings of the UN country team and other partners and support the implementation of action points that concern UNODC.
  • As member of a team, ensure the coherence and quality of the project components in its implementation.
  • Assist in the development, in consultation with the partners involved in the implementation of the project, of an Annual Work Plan (AWP), as well as detailed quarterly and monthly work plans.
  • Contribute to consolidating programme activity reports as outlined in the project documents.
  • Specific duties and responsibilities related to the project on the strengthening of the capacities of criminal justice professionals to prosecute and adjudicate cases against wildlife crime and related offenses in the Republic of Congo:
  • Identify training needs, prepare and deliver train the trainer course for selected Congolese magistrates specializing on crimes that affect the environment.
  • Assist in conducting research and analysis of legal frameworks as needed.
  • Support the establishment of guidance for legal practitioners to efficiently use existing legal frameworks (e.g., sentencing structures, policy on bail, use of ancillary provisions, promotion of mutual legal assistance, etc.).
  • Liaise with the government to institutionalize the training course in the adequate educational center and its roll-out throughout the country.
  • Contribute to the development of policies and other strategic documents that will address the problems and needs of the Republic of Congo to address wildlife crime in collaboration with the government and other strategic partners.
  • Support effective knowledge management of internal and external evidence, data and knowledge products relevant to UNODC’s work on crimes that affect the environment.
  • Prepare quarterly, semi-annual and annual activity reports.
  • Support the preparation of donor narrative and financial reports.
  • Specific duties and responsibilities related to the project on the development of a mentoring programme addressed to investigators, prosecutors and investigating judges in the Republic of Congo to provide advice and guidance in the detection, investigation and prosecution of wildlife and forest crime cases
    • Identify mentorship needs and develop mentoring curricula for investigators, prosecutors and investigating judge.
    • Provide one-on-one mentoring for Congolese authorities on ongoing case files and problematic cases.
    • Provide technical expertise and promote inter-agency collaboration at the national and regional level and the use of joint operations for cross-border cases, with continuous training, linking investigations with prosecutions and mentoring cases.
    • Strengthen the capacity of investigators and prosecutors in following the Points to Prove or Rapid Reference Guide (RRG) for the Republic of Congo.
    • Enhance the use of existing networks of prosecutors such as the West African Network of Central Authorities and Prosecutors to reinforce cooperation between West and Central African countries regarding judicial cooperation.
  • Perform any other work-related duties, as required.

Work implies frequent interaction with the following: Staff and non-staff personnel, staff at the UNODC country office in Libreville, Gabon covering Central Africa, the United Nations Resident Coordinator’s Office, counterparts at UNODC headquarters and the Regional Field Office in Dakar, counterparts in other UN agencies, specifically in UNDP.

Results expected: Applies knowledge with respect to issues related to the fight against crimes that affect the environment to activities of UNODC and the Environment Team in the Republic of Congo. Adheres to applicable UN guidelines, policies and procedures while undertaking these duties, with an impact on the overall efficiency of UNODC technical assistance in the country. Accurate, timely and appropriate delivery of services to ensure client satisfaction. Assist in enhancing the credibility of UNODC as an effective and efficient technical assistance provider in the area of the fight against crimes that affect the environment, transnational organised crime and conflict prevention.

V. Requirements:

Education

A first-level master’s degree or equivalent in law, criminology, public administration, political science, international development, criminal justice, crime prevention and/or law enforcement is required.

Experience, Knowledge, and Skills

  • A minimum of five (5) years of professional experience in law enforcement and the fight against transnational organized crime is required.
  • Relevant experience in designing and delivering training for criminal justice stakeholders is required.
  • Experience in conducting consultations with government and donors is desirable.
  • Work experience in project monitoring and results-based approach is desirable.
  • UN working experience or ONG is desirable.
  • Experience in the field of environmental crime is desirable

Language:      English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another official United Nations language is an advantage.
