Job Purpose and Organizational Context

The United Nations Capital Development Fund (UNCDF) is the UN’s capital investment agency for the world’s least developed countries (LDCs). With its capital mandate and instruments, UNCDF offers ‘last mile’ finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.

UNCDF leverages digital finance in support of the Sustainable Development Goals (SDGs) to achieve the vision of promoting inclusive digital economies. On that basis, the Inclusive Digital Economies Practice Area (IDE) of UNCDF adopted the strategy of ‘Leave No One Behind in the Digital Era’, which is based on over a decade of experience in digital finance in Africa, Asia and the Pacific. The goal of UNCDF is to empower millions of people by 2024 to use digital services, which improve their quality of life and accelerate our progress towards sustainable development goals (SDGs) and offer partnerships in innovative financing.

Recently, UNCDF has formulated its strategy ‘Leaving no one behind in the digital era’ based on over a decade of experience in digital finance in Africa, Asia, and the Pacific. UNCDF recognizes that reaching the full potential of digital financial inclusion in support of the Sustainable Development Goals aligns with the vision of promoting digital economies that leave no one behind.  Scope of Work

 UNCDF has been operating in Ethiopia since 1982 through its different programs focussed around expanding access to financial inclusion.  As part of UNCDF’s Inclusive Digital Economy Program (IDE), UNCDF is implementing the Digital Financial service for resilience program in Ethiopia with two broader objectives: 1) To improve digital finance policies and regulations to provide early response to emergencies and create an enabling environment to economic recovery; 2) To create and strengthen digital finance ecosystems that support low income individuals in particular women and youth; and MSMEs to mitigate immediate shocks of emergencies and seize economic opportunities.  In Ethiopia, UNCDF has partnered with government and private sector players in the country to implement the program.

 The PSA holder will contribute to the achievement of the goals of the project as a Digital Financial Literacy ICT Technical Expert based in Addis Ababa, Ethiopia. The PSA holder will coordinate and take responsibility for the ICT aspects in the implementation of the digital and financial skills and literacy project that will be carried out in Ethiopia. The PSA Holder’s responsibilities will cover the following broad functional areas:

Duties and Responsibilities

Provide direct technical assistance to DFL project implementation in building a favorable environment for the implementation of project:

  • Identify, diagnose, and resolve technical problems related to the learning management system, including error messages, login difficulties, integration problems, and other system issues affecting end users. Provide support via phone, email, and/or in person. Implement effective and highly responsive remediation efforts and/or workaround solutions. Escalate advanced technical issues to proper authorities and follow up on forwarded cases to full resolution;
  • Coordinate the delivery of the selected LMS system and build the capacity of the technical team that will be part of the project team to deliver the web system that is required for the project;
  • Develop and post up-to-date documentation and resource guides for end users on operational procedures, changes, and policies;
  • Coordinate with internal and external software engineers to deliver the improvement or redeployment of the LMS tool under use by the project implementing partner/s;
  • Support and coordinate content digitization process and guide on utilization of the system by the project team and others who will use the tool to digitize their course contents;
  • Serve on appropriate internal and external committees, task forces, etc. as required;

Ensures facilitation of knowledge building and management focusing on the achievement of the following results:

  • Support the drafting and development of internal and external communications materials such as briefing notes, blog posts, and videos to share relevant information and insights in close collaboration with the project manager;
  • Conduct hands-on training seminars. May serve as a backup trainer for other related workshops or serve as a proctor for open lab sessions;
  • Establishment of an engagement platform with key stakeholders and coordination with similar and peer organizations to develop skills on the LMS tool for scale and adoption by other institutions, on the same platform or by adopting the tool;
  • Provide guidance for the project technical team in close coordination with the project coordinator and steering committee and others as may be required;

Provide troubleshooting service for the other ICT and software-related issues of the project:

  • Conduct testing of the system prior to launch and use by learners and implementing partners;
  • Provide continuous maintenance of LMS and provide continuous support of delivery channels for implementing and beneficiary institutions;
  • Engage in the selection of a developer or organization if required by the project implementing partner;
  • Serve as a contact point for technical issues for the implementing partner or other stakeholders in the project.

Research and analysis

  • Actively provide technical assistance in the identification, and selection of tools and channels to be used by the implementing partner of the project and other stakeholders as may be onboarded;
  • Serve as the overall ICT expert and resource person for the implementing partner and UCNDF on the adoption and deployment of learning management system (LMS);
  • Serve as the overall ICT lead for the DFL project implementation working with and for the implementing partner technical team members;

Monitoring and evaluation:

  • Monitoring the progress of implementation of project activities and key event schedules, observing the work plans and set deadlines including monitoring of implementation organizations and service providers.
  • Preparing project progress reports (progress against planned activities, an update on risks issues, …) and ensuring timely submission of the reports.
    • Preform data collection and analytics in the scope of the position holder

Other tasks

  • Perform any other tasks, in connection with Programme, which may be entrusted to it by the UNCDF Country Office’.

Institutional Arrangement

  • The technical expert will perform her/his duties under the supervision of the UNCDF, Ethiopia, Digital Finance Country Lead, in close collaboration with the implementing partner’s DFL project manager and other technical team members and project leads as assigned by UNCDF.
  • The contract is initially for 12 months with the possibility of renewal based on programmatic needs, funds availability and satisfactory performance.

Required Skills and Experience

Education:
  • BA or Master’s Degree in, Education, Information Technology, Information Science, Computer Science, Computer Engineering or related field.
Experience:
  • 0 years with Master’s and 2 years with Bachelor’s or equivalent in the development and implementation of ICT/digital-related training activities. Minimum of one year of direct work experience in developing and deploying learning management systems.

Language

  • Excellent speaking and writing skills in English and one local language is mandatory.
