1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Recruitment of a National Monitoring and Evaluation Advisor (Ethiopia) to Support the implementation of the “Strengthening National Evaluation Systems” initiative in Ethiopia.
2. The services to be provided under the Assignment include:
The main objective of the advisory service is to provide professional and technical support to the National Planning Commission in the effective implementation of the National Monitoring and Evaluation Guideline, which has been approved by the Council of Ministers. The specific objectives include:
- Assure the quality and support the translation of the National Monitoring & Evaluation Guideline and APRs of GTP II from Amharic to English.
- Transfer knowledge and skills in Results-Based Monitoring and Evaluation through trainings and workshops to be organized by the NPC and/or by the AfDB and other development partners.
- Facilitate and support the development of M&E manuals and checklists at the Federal level and custommade M&E guidelines, manuals and checklists at Regional and City Administration levels.
3. The Knowledge Management, Outreach and Capacity Development Division (IDEV.3) of the Independent Development Evaluation (IDEV) invites Individual Consultants to indicate their interest in providing the abovedescribed services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in
similar assignments, etc.).
4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the selection of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
5. The estimated duration of services is for five (5) months and the estimated starting date is August 2018.

ESTABLISHMENT OF THE SHORT LIST
8. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their updated resume.
Level of education in general 20%
Educational level compared to the field of mission 20%
Language Fluency 20%
Number of years of experience relevant to the mission 40%
