Project: Support to Parliament: Building Capacity and
Mainstreaming Inclusive Growth and
Decentralization in Egypt
1. The African Development Bank hereby invites consulting firms to indicate their interest for the design and implementation of English as Second Language Training Activities under the Bankexecuted project “Support to Parliament: Building Capacity and Mainstreaming Inclusive Growth and Decentralization in Egypt. This project is financed by the MENA Transition Fund which was established to finance country-owned projects that aim at introducing reforms at the governance, social and economic levels.
2. The objective of the project is to enhance the performance of the Egyptian Parliament towards increased efficiency and effectiveness in response to the demand for improved social justice. The project has been designed to focus on training and capacity building as well as on institutional development.
3.The capacity building give priority to the professional and administrative staff whose work is directly linked to the provision of support to Members of Parliament through activities such as research and analysis, monitoring and reporting, documentation and archiving, etc.
4. One of the capacity building objective is to provide multiple levels of English training program, ranging from beginners’ level to an advanced level of proficiency to the Parliament staff employees to enhance their English skills.
5. The training program is expected to equip the staffers with the skills in written and oral English and to enhance their capacity to participate in and follow up on bilateral and international meetings conducted in English with special emphasis on Parliamentary words and terms. A minimum of 200 employees will be trained. The estimated duration of training is 12 months.
6. The AfDB Egypt County Office invites Consulting Firms or service provider to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms/service provider shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.).
7. The expressions of interest should follow the following format.
- Details of the firm or service providers (profile, nationality of the firms and contact person) and including DACON registration number;
- Expression of Interest detailing your strengths, expertise, approach and any information you believe relevant;
- Experience in similar Assignments
- CV of Key Staff members specifically qualified language experts; and5)
- Any additional document /section you believe relevant. We suggest the firms to keep the submission below 15 pages.
8. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the procedures for the acquisition of consulting services funded by the administrative or capital expenditure budget of the African Development Bank group dated August 2012 and revised May 2014.

9. Please, note that interest expressed by a Consulting Firm/service provider does not imply any obligation on the part of the Bank to include it in the shortlist.
