RECRUITMENT OF A CONSULTING FIRM
- The African Development Bank as administrator of the Sustainable Energy Fund for Africa (SEFA) is inviting eligible consulting firms to indicate their interest for being contracted to perform a Scoping Study to Identify Targeted Activities under Pillar 3 (Mini-Grid Stakeholder Support) of the Africa Mini-Grid Market Acceleration Programme (AMAP) under SEFA.
- AMAP comprises four Pillars: (1) Opening New Mini-Grid Markets, (2) Catalytic Support (Mini-Grid Financing Mechanisms), (3) Mini-Grid Stakeholder Support and (4) Programme Management. This REoI falls under Pillar 3 which is intended to deliver activities that support private-sector mini-grid developers in Africa overcome some of the specific market barriers they face via knowledge sharing and enhancing capacity and technical skills. The two activities suggested for Pillar 3 in the 2020 SEFA AMAP Appraisal Report are (i) an update to the Bank’s existing Green Mini-Grid Help Desk Website as a knowledge and capacity building platform and (ii) the development of a mini-grid skills development programme for training stakeholders such as mini-grid technicians, operators, staff from national utilities and representatives of agri-businesses.aims to design bankable national mini-grid programmes to attract public and private sector investment.
- Under the leadership and guidance of the AMAP Coordinator, the Consulting Firm will revisit some of the basic assumptions of the Appraisal Report regarding Pillar 3, and ensure that its eventual design is (i) aligned with today’s key market needs, (ii) complimentary to other relevant donor activities which have emerged in the meanwhile, and (iii) commensurate with the budget available within AMAP for Pillar 3.
- SEFA is seeking support from an external Consulting Firm to conduct a Scoping Study whose purpose is to understand the key needs of the current mini-grid market, and then to provide a detailed design of the workstreams to be executed under Pillar 3.
- The Renewable Energy and Energy Efficiency Department invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for comparable assignments, availability of qualified staff, etc.). The EoI is limited to a maximum of 20 pages. EoIs need to comply with the following structure:
- Details of the firm or consortium – including countries of incorporation of the firm(s) with contact person(s)1 – and DACON registration number(s)2; (max. 1 page).
- Please note that only legal and natural persons from Member Countries of the Bank may apply for Bank-funded tenders.
- Firms need to be registered in the AfDB DACON Consultant Database.
- Expression of Interest detailing strengths, expertise and approach to the assignment (max. 2 pages).
- Experience in similar assignments, including specific experience in elaborating green mini-grid frameworks in Africa (max. 4 pages).
- CVs of proposed Key Experts (max. 3 pages).
- Eligibility criteria, establishment of a shortlist by the Bank and chosen selection procedures will conform to the Bank’s Rules and Procedures for the Use of Consultants under projects funded by the Bank Group. Please note that interest expressed by a Consulting Firm does not entail any obligation on the part of the Bank to include the Consulting Firm in the shortlist.
