1. The Republic of Mozambique (hereinafter called “Borrower”) has received financing from the African Development Bank Group hereinafter (hereinafter called the “Bank”) towards the cost for Rehabilitation and Upgrading construction of the Mueda – Nambungale Road 59 km including construction of 5.4 km of the Mueda Town Bypass.
2. The National Roads Administration I.P, as Administração Nacional de Estradas Instituto Público (ANE IP) as the Executing Agency, intends to apply a portion of the proceeds of this grant to eligible payments under the contract for which this Invitation for Bids is issued. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.”
3. The National Roads Administration I.P, now invites sealed Bids from eligible Bidders for the “Rehabilitation and Upgrading of R1251 Road Section, of 59 km between Mueda and Nambungale including construction of 5.4 km of the Mueda Town Bypass in Cabo Delgado Province”
4. Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank’s Procurement Policy for Bank Group Funded Operations dated October 2015 and is open to all eligible Bidders as defined in the Procurement Framework.
5. Eligible and Interested Bidders may obtain further information from and inspect the Bidding document at the office of Administração Nacional de Estradas, Instituto Público (ANE, IP), at the address given below, from 09^th March 2023, during office hours 07.30a.m. up to 15.30 (local time):

The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of MZN 10,000.00 or equivalent in a convertible currency. The method of payment will be through deposit to the accounts given below.

7. A combined site visit and pre-bid meeting will be held on 16^th March, 2023 at 09:00 hours local time at the SDPI – Serviço Distrital de Planeamento e Infraestruturas, in Mueda Town. The visit shall start from Mueda toward ending point of Nambungale-Roma Project Road Phase II, LotA.
8. Bids shall remain valid for 140 days after the deadline for bid submission indicated in this Invitation of Bids and must be accompanied by a Bid Security in the form specified in the Bidding Documents and in the amount of US$ 1,700,000.00 (One million and Seven hundred thousand U.S. Dollars) or the equivalent in any acceptable currency. Bids must be delivered and received in sealed package to the Administração Nacional de Estradas, Instituto Público, ANE, IP Headquarter (Maputo), Gabinete do Director Geral, on or before 24^th of April 2023 at 14:00 hrs (local time).
9. Bids will be opened on 24^th of April 2023 at 14:15 hrs (local time) thereafter in the presence of bidders’ representatives and anyone who chooses to attend the bids opening meeting, at the address below. Electronic Bidding will not be permitted and late bids will be rejected.
