- The African Development Bank (AfDB) hereby invites Consulting Firms to indicate their interest in the following Assignment: FRAMEWORK AGREEMENTS – MOBILE AND INNOVATIVE IT SOLUTIONS DEVELOPMENT.
CONTEXT:
- The Bank intends to enter into Framework Agreements Framework Agreements with consulting firms specialized in the area of IT Web and Mobile Solutions Development. The purpose of this framework is to bring innovative IT Solutions that are fits for purposes and help the Bank achieve its objectives.
- The services required are related to the following areas of expertise:
i). Internal Development Platform and Process based Technologies:
- Cloud Native Application Development
- Support for Low-code development platform such as Outsystems, etc.
- Azure DevOps and CI/CD
- Kubernetes and Open Sources Development Toolchain
ii). Artificial Intelligence / Machine Learning and Hyper-Automation
- Robotic Process Automation (RPA) with UiPath Technologies
- Microsoft Azure Artificial Intelligence / Machine Learning
- Blockchain and the Fourth Industrial Revolution Technologies iii). Full Stack Mobile and Web Applications Development
- iOS (Swift) Native
- Google – Android (React, Node.js, etc.)
- Cross Platform Application Development (Xamarin) iv). Full Stack Java & Open Sources,
- PhP, Drupal based Technologies
- Groovy/Grails,
- APIs Development and management
- Other Web Open sources such as WordPress, etc. v). Data Analytics & Business Intelligence Development
- Data Integration
- Data Science languages such as Python
vi). Full-stack Microsoft O365 development and related Technologies
- Aure Cloud Development
- SharePoint Platform and Net-MVC
- Codex and Chat-GPT
- The objective of the envisaged assignments will be to provide consulting services to the Bank business users and the Information Technology Services Department (TCIS) in the area of IT mobile, cloud and web Solutions Development.
- The envisaged assignments required under this Request for Proposal are related to the above-mentioned areas of expertise.
- For each assignment to be handled under this framework agreement, the services required will include the followings:
- Requirements Gathering and Specification: review and document the requirements submitted by the Business Process Owners (BPOs) and Bank’s unit representatives.
- Analysis: map the users’ requirements to best practices and functions, identify the needs and make recommendations for resolving them.
- Application/System Design: map the requirements specifications onto application/system design, develop, and provide documentation of processing scenarios.
- Project Implementation: lead the project implementation by using Agile methodology and work with the Bank’s technical teams in various aspects of the implementation process. Test, train staff and the users.
- Project Management: nominate a Project Manager to work with the Bank’s designated Project Manager to ensure effective project management.
- Knowledge Transfer: ensure proper knowledge transfer to the Bank’s staff throughout the project implementation period.
- Support after Go-Live: provide onsite/offsite support after the go-live of the developed solutions/systems.
APPLICATION
- The Bank’s Corporate Information and Technology Services (TCIS) invites suitably qualified and experienced Consulting Firms to indicate their interest in providing the above-mentioned services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience, demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.).
Expressions of interest should follow the following format:
- Details of the firm or consortium (including country of registration of the firm(s) and contact person(s)) and DACON registration number (s)
- Expression of Interest detailing your strengths, expertise, approach, and any information you believe relevant.
- Experience in similar assignments, including specific experience with multilateral institutions.
- Any additional documents or information you believe relevant.
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure budget. Please note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist. The Bank will also not be required to give reasons for the rejection of any consulting firm.
- The duration of the Framework Agreements is expected for three (03) years.
- Interested Consulting Firms may obtain further information at the address below during office hours, 08:00 to 17:00 hours, Abidjan Local Time.
- Expressions of interest must be sent by email at the address below before Friday 03 March 2023, at 16:00hrs Abidjan time.
- The email correspondence shall indicate « Response to the Request for Expressions of Interest – Framework Agreements for Mobile and Innovative IT Solutions Development”.

ESTABLISHMENT OF THE SHORT LIST
- A shortlist of six Consulting Firms will be established at the end the request of expressions of interest. The Consulting Firms on the shortlist will be judged on the following criteria based on the information submitted on their qualifications and experience.
