Position Summary:

Winrock International (WI) is a nonprofit organization that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources. The U.S. Agency for International Development (USAID)’s Mission in Niger anticipates funding an activity that will target out-of-school adolescents and youth, particularly girls and those affected by conflict and crisis, who do not have access to safe, equitable and contextually relevant learning opportunities needed to strengthen their resilience and contribute to their communities. The purpose of the activity is to increase primary education completion, particularly for displaced and host community learners marginalized due to conflict and crisis conditions, with improved foundational skills and wellbeing, even in the face of shocks and stressors.

Winrock international is seeking a consultant to serve as Capture Consultant and Technical Contributor for Winrock’s USAID Basic Education Activity in Niger bid. The consultant will set up meetings with government officials and key stakeholders. The consultant will also set up consultations with key stakeholders, practitioners, and organizations, collect relevant documentation on services programming in Niger.

 

ESSENTIAL RESPONSIBILITIES:

  • Provide a list of key governmental, nongovernmental stakeholders working to increase access to education for out-of-school primary-school aged adolescents and youth, particularly girls and those affected by conflict and crisis priorities in Niger, at national, provincial, district and local levels, and define stakeholders’ roles, and responsibilities ;
  • Help set up calls/meetings with key government agencies, potential partners, and other stakeholders. Manage logistics for meetings, such as meeting place, confirming availability of officials and ministries. Represent Winrock on those meetings/calls as needed. Send follow-up thank you emails after meetings ;
  • Accompany Winrock’s representative to meetings in Niger and translate discussions from/to English to/from French ;
  • Provide input on current education programs as well as key learnings from previous USAID and other donor-funded education initiatives ;
  • Map and provide brief information on local partners working on education programs, particularly local partners providing accelerated learning for out-of-school adolescents and youth, especially to increase girls’ access and transition to primary school in Niger ;
  • Provide inputs on possible partners and make introductions on behalf of Winrock or establish connections/meetings with Winrock ;
  • Provide inputs and recommendations on geographic focus areas (districts) ;
  • Follow up with stakeholders to secure letters of commitments or support ;
  • Participate in the proposal team’s technical design sessions as needed ;
  • Collect key policy documents and other resources requested (in English, preferably), such as:
    • Government Education Sector Strategy and Plan for 2023 ;
    • Government Basic Education and Non-Formal / Accelerated Learning Strategies ;
    • Strategies for building resilient education in crisis-affected communities to increase access to and completion of primary education ;
    • Language policies and special education interventions for marginalized, displaced communities in Crisis-affected regions ;
    • Girls’ Education and Gender Equity Strategy ;
    • Teacher training and teacher professional development frameworks ;
    • Guidelines on supporting infrastructure improvements in primary schools ;
    • COVID-19 response, contingency plans or guidelines for primary schools ;
    • Digital and remote learning ;
    • Demographic data and school data on access, dropout and retention in primary school disaggregated to district and/or municipal levels.
  • Provide costing and operational information as requested ;
  • Serve as a technical reviewer of the proposal design and provide recommendations to improve the project’s strategy, particularly focusing on feasibility, realism of the local context write-up, adherence to Government of Niger strategies and priorities, innovations and potential for impact ;
  • Support additional follow up tasks as assigned.

DELIVERABLES:  The following will be produced during the consultancy:

  1. List of key governmental, nongovernmental stakeholders working on education, formal and non-formal education, at national, provincial and local levels, and define stakeholders’ roles, and responsibilities. Calls and meetings scheduled; schedule drafted. Thank you emails sent.
  1. Write up on recommendations on possible partnerships and geographic focus for a winning proposal.
  2. Written notes from meeting, responses to proposal team questions, and other technical inputs (sent on a weekly basis or more frequently) based on discussions with Niger-based stakeholders.
  1. Write up on recommendations to improve the project’s strategy, written comments on the proposal’s technical draft.
  2. Copies of policies and data requested.
  3. Letters of support collected from partners as instructed by Winrock staff.

 

QUALIFICATIONS:  

  • Extensive knowledge and work experience with the education (formal and non-formal) sector in Niger, particularly in basic education
  • Strong skills for facilitating meetings and focus groups with relevant stakeholders
  • Experience liaising with government officials and ministry of education, and familiarity with the Nigerian government education departments and units
  • Ability to manage available time and resources and work on tight deadlines
  • Experience in consolidating and analyzing data and writing reports
  • Strong interpersonal skills, cultural awareness, and sensitivity
  • Strong English language skills; proven interpreter/translating experience from/to English to/from French
  • Flexible schedule: willingness to work across time zones.
