DEVELOPMENT OF AN ACCOUNTING MANUAL FOR MSMEs IN ANGOLA

The Government of Angola (GoA) has received a loan from the African Development Bank (AfDB) towards the cost of the Institutional Capacity Building for Private Sector Development Project (ICBPSD) and intends to apply part of the agreed amount for this loan to payments under the contract for the recruitment of a consulting firm to DEVELOP AN ACCOUNTING MANUAL FOR MSMEs IN ANGOLA.
The objectives of this consultancy are:
- DEVELOPMENT OF AN ACCOUNTING MANUAL FOR MSMES´S STAFF
- Define the legal framework within which MSMEs operate and will give detailed procedures on the various functions of an accounting unit; (ii) Define the roles of major parties involved in the monitoring, implementation and control of a company accounting system; (iii) The manual shall include indicatively the following chapters/topics: Basic Accounting, Asset Management, Taxes and Registers, Banking and Payments, Budget and Cost Centers, General Reports, Stock/ Inventory Management, Purchase, Cost Accounting and control, and Fiscal Accountin
- DESIGN AND DELIVER ON-THE-JOB TRAINING OF TRAINERS FOR UP TO 15 PEOPLE APPOINTED BY INAPEM
Develop and conduct, in close coordination with the Angolan Bar of Accountants (AAC), for certification purposes, a training of trainers course/program for up to 15 staff appointed by INAPEM;
The Ministry of Economy and Planning now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated May 2008 and revised in July 2012, which is available on the Bank’s website at http://www.afdb.org.
