THE EXECUTIVE DIRECTORATE (EXD)
The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions. Ours is a fast-paced environment focused on delivering management excellence across all of our functions.
THE POSITION
EXD is looking for a Corporate Communications Manger to lead corporate communications, in support of the overall objectives of the Organisation. This is an exciting opportunity to shape corporate communications, ensuring information is concise, clear and engaging. You would be located in the Executive Director’s Office to benefit from a strategic overview of all corporate activites. Responsible for key corporate communication channels, including regular and special edition all-staff newsletters, intranet home page content and on-site communications, you would be comfortable working at pace, managing competing priorities and ensuring absolute precision in all communication products. We are interested in candidates who are innovative and dynamic, with an excellent eye for design. You would be digitally savvy and bring expertise of the latest tools in strategic communications, using that expertise to bring fresh thinking to this essential role. You would also be politically astute to ensure all communications are fully aligned to Directorate and wider Organisational priorities.
Main Responsibilities
Strategic corporate communications
- Design and implement an overarching plan to raise staff awareness of corporate activities, services and events, using the latest communication tools and strategies. Working closely with the Executive Director’s Counsellors and Head of Strategic Management and Coordination, you would ensure all corporate communications align with EXD’s strategic objectives, to enable the wider Organisation to deliver for our Member Countries.
- Review the approach to corporate communications, bringing fresh thinking to maximise impact, while ensuring efficiency, further streamlining processes, and using digital tools as much as possible.
- Identify optimal channels for specific corporate communications, tailored to the substance and audience, including potential online marketing campaigns, data visualisations, videos or other communication channels.
- Manage the EXD visual identity, ensuring consistency across all platforms in terms of image, identity and message. Ensure visuals are inclusive, diverse, and diplomatically sensitive.
- Provide expert communications and outreach advice to EXD senior managers.
Corporate communication products
- Strong stakeholder management to ensure close collaboration with focal points in EXD services to produce corporate communication products, closely aligning with the Executive Director and Heads of Services’ priorities.
- Strategic liaison and outreach to OECD Employee Resource Groups and policy directorates as necessary, to elevate communications that are relevant for all staff.
- Provide a challenge and quality control function to ensure consistent, quality and relevant content in the Organisation’s two official languages (English and French), to maximise our messaging. Ensure alignment with broader corporate strategy and objectives.
- Maintain and continually develop the news featured on the intranet home page as an internal communications tool, including updating it and drafting new digital content to ensure it meets the needs of its audience.
- Strategic co-ordination of corporate messaging across the screens onsite, to elevate key corporate messages, as well as ensure consistency with other communication products.
Monitoring impact and archiving
- Establish criteria and mechanisms to measure and monitor performance and effectiveness of corporate communications campaigns. Provide strategic guidance to adjust strategies and practices as needed.
- Stay abreast of digital communications trends, evaluating and incorporating into the corporate communications plan where necessary, and resource permitting.
- Maintaining rigorous archiving of all corporate communication material.
Ideal Candidate Profile
Academic Background
- A university degree in communications, journalism, a digital-related field or other related field.
Professional Background
- A minimum of five years of experience working in a communications role with similar responsibilities, either in the public or private sector, or in an international organisation.
- Proven experience in the development and implementation of communication strategies, with multi-stakeholder involvement.
- Knowledge of professional editorial standards, with experience in proofing, editing and formatting digital content.
- Digital fluency: proven experience in designing content for, and communicating in, a digital environment. Ability to rapidly master new IT and communications technologies as they emerge.
Tools
- Knowledge of design software, desktop publishing, and graphic design tools (Adobe Creative Suite) and their use in communications products.
- Familiarity with web design and/or development tools.
- Strong document formatting and editing skills and knowledge of software and systems including MS Office suite, authoring and website management software.
- Experience with IT collaborative platforms (e.g. e-share, MS teams) would be an advantage.
Languages
- Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration
- Two-year fixed term appointment, with the possibility of renewal.
- Monthly base salary starting from 5 020 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process
For retained candidates, written tests/video-recorded interviews are foreseen in early December 2022 and panel interviews are planned for early January 2023.
Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
